Faced with a Nov. 15 deadline to submit a plan to save Oak Hill Youth Center in Laurel, District of Columbia officials say they are working feverishly to improve conditions at the troubled juvenile detention facility and avert its shutdown. Mark Back, an interim special counsel appointed by district Mayor Anthony A. Williams to stabilize Oak Hill, said his team has submitted the first in a series of detailed work plans to improve safety, health and security at the city complex that sits in Anne Arundel County.

THE ISSUE: U.S. Sen. Paul S. Sarbanes has introduced a bill to close the Oak Hill Youth Detention Center in western Anne Arundel County and divvy up the land among the county, the National Park Service and the nearby National Security Agency. Under Sarbanes' proposal, the 888-acre property, the site of the District of Columbia's juvenile facility, would be transferred in pieces. The Army would help with Oak Hill's closure and with the building of a new facility, preferably in Washington.

Coppin State's Physical Education Complex will host the ESPN Rise National High School Invitational basketball tournaments, which tip off today. The eight-team boys tournament starts at 2 p.m. with a matchup between top-seeded Montverde (Fla.) Academy and eighth-seeded Montrose Christian of Rockville. The 4 p.m. game pits No. 4 Christ School of North Carolina against No. 5 Winter Park (Fla.). At 6 p.m., third-seeded Oak Hill (Va.) Academy faces sixth-seeded Mountain State Academy of West Virginia.

After years of paying fines because of the condition of Oak Hill, the maximum security youth jail near Laurel, juvenile justice officials in the District of Columbia say they are getting serious about fixing up the place.They are painting, have hired a chef, and are adding 45 guards and counselors, social workers, clerks and a drug-sniffing dog as part of their plan to make the jail livable.But even those changes are designed only to improve basic standards at the 16-acre compound, which is part of a larger federal tract at Route 198 and the Baltimore-Washington Parkway near the National Security Agency, while District officials decide what to do about it.They say they want a new, state-of-the-art jail for youths, but aren't sure whether to build it on the 1,000 acres that the District acquired from Fort Meade in 1923.

West Anne Arundel County residents were angered yesterday to learn that a teen-ager who shot six people at a District of Columbia swimming pool last year and another accused of a double murder were among four who walked away Tuesday from a minimum-security youth center near Laurel.The four, who had been taken to Forest Haven for an educational program, were recaptured later in the day."They're not supposed to be in that facility," fumed Ray Smallwood, president of the Maryland City Civic Association.
