A man who police said was holding a gun was fatally shot yesterday evening by an Anne Arundel County officer in a Glen Burnie townhouse neighborhood, the department said. An officer from the county's Northern District -- dispatched about 6:30 p.m. to investigate a 911 call reporting gunshots on Allen Road in the Heritage Hills townhouse development -- found a man standing outside with a gun in hand, police said. As the officer approached, the man took cover behind an electrical utility box, then fled on foot as the officer called for other officers to assist.

Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County. Baltimore City Northern District Shooting: A woman was sitting at the steering wheel of a car parked in the 900 block of Belgian Ave. about 5:20 p.m. yesterday when the driver of another car pulled alongside and shot her in the left side. She drove nearly 20 blocks to Union Memorial Hospital. Her condition was not available, but she was expected to survive, police said. Central District Robbery: A gunman robbed Dunkin Donuts in the 800 block of Guilford Ave. of $170 about 8:25 p.m. Wednesday.

Francis X. Hayes, a retired city police major and Baltimore County District Court commissioner who had arranged security for the first City Fair, died of kidney failure Monday at his Westminster home. He was 75. Mr. Hayes was born in Baltimore, the son of Irish immigrant parents. He was raised on the campus of the College of Notre Dame of Maryland, where his father was groundskeeper. He was a 1947 graduate of Mount St. Joseph High School, and joined the Police Department that year as a patrolman.

Baltimore Police Maj. J. Charles Gutberlet III, commander of the city's Central District, was named chief of the agency's patrol division yesterday -- one of several moves made by Commissioner Kevin P. Clark. Gutberlet, a veteran commander, will be replaced by Maj. John Skinner, commander of the intelligence unit. Lt. David Engel will take over for Skinner. In addition, police officials said they stripped Maj. John E. Long, commander of the Southeastern District, of his police powers yesterday and placed him on administrative duties.

A 45-year-old man thought to be responsible for about 40 burglaries of homes and garages throughout North Baltimore in the past six months took a novel approach to selling his stolen goods - holding periodic yard sales outside his apartment, police said yesterday. George M. Wilson of the 4700 block of Greenspring Ave. was charged last week in two burglaries, but police say he is likely to be charged with others in Guilford, Roland Park, Charles Village, Mount Washington and several other neighborhoods.

About half the residents of Guilford, who for a decade have paid for a private security patrol in their neighborhood, are urging the other half to participate -- with everyone paying a higher cost. About 40 Guilford families hired the first patrols in 1992. Now, about half of the 700 households in Guilford pay about $250 a year for the service, which provides two private security patrol cars, Guilford Association President Howard Friedel said. He declined to specify the number of hours per week that the patrols are in effect.
