Kristen Hohenwarter is not crusading against alcohol. She does not want people to stop drinking it, or bars to stop serving it. All she wants is for people to choose a designated driver if they are drinking. It's a decision she would have welcomed a year ago - one that would have averted the loss of two lives and immeasurable emotional trauma. Hohenwarter, 23, and her boyfriend, Ensign John R. Elliott, a recent Naval Academy graduate, were hit by a drunken driver in July. They were on their way to New Jersey for a birthday celebration for Elliott's mother when the drunken driver swerved across the double-yellow line and hit them head-on.

Boutin gets commissionNavy Ensign Charles T. Boutin, son of Charles R. and Cynthia A. Boutin of Aberdeen, graduated from the U.S Naval Academy on May 27 and was commissioned to his present rank.At the academy, Boutin had four years of intensive academic, physical and professional training, culminating with a bachelor's degree in English.Boutin will report for duty at Naval Special Warfare Center, Coronado, Calif.I= He is a 1988 graduate of John Carroll School, in Bel Air.McNulty heads to Fla.Navy Ensign Michael E. McNulty, son of Edward J. and Catherine M. McNulty of Bel Air, graduated from the U.S. Naval Academy on May 27 and was commissioned to his present rank.

PAUL B. 'RED' FAY JR., 91 Confidant of President Kennedy's Paul B. Fay Jr., a confidant of John F. Kennedy's from their service together during World War II to his tenure as a high-ranking Navy Department official in the Kennedy administration, died Sept. 23 of complications from Alzheimer's disease at his home in Woodside, Calif. Mr. Fay, a San Francisco businessman after his years as Navy undersecretary during the Kennedy and Johnson administrations, got to know Mr. Kennedy in the fall of 1942, when Mr. Fay was a Navy ensign assigned to the PT Boat School in Melville, R.I. Both men were dispatched to the South Pacific, where they were part of the same squadron - Mr. Kennedy as skipper of PT 109, Mr. Fay as executive officer of PT 174 and subsequently captain of PT 167, based at Tulagi in the Solomon Islands.

Store owner accused of assaulting boyState police arrested the 74-year-old owner of a Harney convenience store Friday and charged him with attempting to fondle a 6-year-old boy who went to the store.Luther I. Ridinger, owner of Ridinger's Store at Harney and Conover roads, was being held yesterday on $50,000 full bail at the Carroll County Detention Center.State police said in a news release that they had identified three other youngsters, all male, who reported being sexually assaulted by Mr. Ridinger.

Kuykendall's ship awarded for efforts to aid environmentNavy Ensign Scott D. Kuykendall is serving aboard the destroyer USS O'Bannon, which was recently awarded the Secretary of the Navy's 1993 Environmental Quality Award for Small Ships.In the home port of Charleston, S.C., the ship and its crew were honored for their environmental program during 1991 and 1992.The program included such diverse activities as conducting at-sea refueling with the navies of Northern European countries or cleaning up the roadside of Highway 52 near Ladson, S.C.The award was based on the ship's hazardous materialminimization program, plastics-at-sea awareness, fuel management afloat, oil spill prevention and recycling efforts.

Navy Ensign Antonio Leonardo, son of Rudy and Joan Leonardo of Westminster, recently graduated from the Basic Civil Engineer Corps Officer School.During the course in Port Hueneme, Calif., students received instruction in engineering management, network analysis, financial management and Navy organization. Studies included military and civilian personnel management and administration, Navy industrial funding, shore facility planning and constructionbattalion operations.A 1983 graduate of Westminster High School, Ensign Leonardo joined the Navy in March 1987.

Construction began this week for a temporary roundabout at Triadelphia and Ten Oaks roads in Glenelg, according to the Department of Public Works. The temporary roundabout is expected to be in place until early fall. The purpose of the roundabout is to reduce speed and provide an efficient way for traffic to move through the intersection. The roundabout will provide an opportunity for Howard County to evaluate the intersection and give residents time to comment on its operation. Drivers should yield to traffic in the roundabout.
