Rebecca Johnson-Stone , of Columbia, is the recipient of the Rising Star award by the National Association for Female Executives. She founded and runs the national non-profit organization W.A.R. (Walk Against Rape), an organization that unites all survivors of rape and sexual assault with an emphasis on military service members, ethnic minorities, the LGBT community and other non-profit organizations. The award will be formally presented to her in New York on Nov. 30. The Women's Giving Circle of Howard County has granted $5,600 of its 2011 grants budget in emergency funds to local nonprofits serving women and girls.

Carl E. Morris, 73, founder of the National Association of Minority Media Executives, died Aug. 27 at his home in Reston, Va. The former newspaper reporter and editor also was a director of the National Association of Black Journalists.

Shofer, an administrator at Essex Community College, has been approved for a second term as president of the National Association of Governors' Councils on Physical Fitness and Sports.Shofer has been a volunteer member of the Maryland Commission on Physical Fitness for the last 10 years.Upcoming on the national association's agenda is the observance of National Employee Health and Fitness Day May 15.This date will be marked locally with the mailing of information packages to local employers.

The Columbia Bank announced the hiring of Michael J. Nieberding as vice president of commercial banking. In his new position, Nieberding, of Ellicott City, will be responsible for business development in the Howard County market. A graduate of Loyola University Maryland with a master's degree in business administration, Nieberding is a member of The Walters Art Museum, Maryland/Israel Development Center, Loyola College Alumni Association, Armed Forces Communications and Electronics Association, BRAC Business Initiatives and Howard County Tech Council.

Anne Arundel County government won 17 achievement awards from the National Association of Counties' 1990 competition.The awards, which recognize progress, innovation and effectiveness in the delivery of county services to citizens, were given to all 17 entries made by the county. The winning programs range from internal, administrative improvements to very visible community projects, such as the county's new consolidated Permit Application Center on Riva Road.Governments are permitted to enter only one project per department or agency, and winning programs are exhibited as national models by the National Association of Counties, for use by other counties as resources.

Harford County recently announced it received two Achievement Awards from the National Association of Counties for initiatives undertaken in the past year. One program honored was the "Innovation in Harford County" online idea forum, which was fully launched in July 2010. The first of its kind in Maryland, the innovation site allows users to self-register and submit ideas to the community for review, comment and voting. The project was initiated at the request of Harford County Executive David Craig in keeping with his commitment to transparency and efficiency in government.

Howard County Times Community Editor Mary T. Robbins Phelan has earned an honorable mention in the National Society of Newspaper Columnists' 2011 column-writing contest. Phelan was honored for a package of three entries of her weekly "Any Given Day" columns. She earned an honorable mention in the general interest category for all newspapers, including dailies and weeklies, under 50,000 circulation. The award will be announced June 25 at the NSNC's 35th annual conference in Detroit, where she will receive a certificate and copies of the judges' comments.

As the National Steeplechase Association prepares to begin its 2010 racing season March 20 with the traditional kickoff in Aiken, S.C., chief executive officer Lou Raffetto said Wednesday night that he will be leaving the organization June 30 or sooner. Raffetto, who served as the Maryland Jockey Club's racing secretary from 1978 through 1984 and then as its chief operating officer and president from 2001 to 2007, said that while he does not have a job lined up at the moment, he is hoping to find a new opportunity in the thoroughbred industry.

WASHINGTON -- Wrestling with the effects of a sluggish economy and of the corrosive scandal at its national association this year, officials at the United Way say they fear that 1992 will bring the sharpest decline in donations in more than 40 years.The early returns from the fall campaigns of 2,200 local United Ways are mixed, but individual fund-raisers in several large metropolitan areas say the overall numbers are dipping below those of earlier years. Total contributions fell in each of the last two years, but, adjusted for inflation, there has not been a decline since World War II.In Cleveland, pledges are down about 9 percent, from $51.3 million in 1991 to $46.3 million this year.
