She has been with the company for two years and specializes in service to the construction industry.Elizabeth Hymel is promoted to tax department supervisor for the firm. She specializes in estate, gift and trust taxation.At Rowles & Co., Timothy M. Dougherty becomes a principal. He joined the firm in 1982, and provides accounting and tax services to individuals and small businesses, primarily in the fields of engineering, construction, retail and wholesale.

Joan Abel of Annapolis has been appointed to the board of directors of the Charles Carroll House of Annapolis Inc. She has also been elected vice president of the corporation, which is a non-profit organization established in 1987 to raise funds and restore Carroll House, the birthplace of Charles Carroll of Carrollton.Abel, a native of Brooklyn, holds a Bachelor of Architecture degree from the Pratt Institute in Brooklyn, and has pursued advanced studies in urban design at Columbia University.

Bank Maryland Corp, the Towson-based bank holding company, has appointed Susan A. Concini, a certified public accountant from Bel Air, as vice president and internal auditor.Concini, a graduate of Towson State University, received her accountant certification in Maryland in 1987.She was previously the assistant vice president and audit manager with Baltimore Federal Financial. She has worked as an audit officer for Equitable Bancorporation.

Education:Mary Michalski is named administrator of public relations at Dundalk Community College. She will be responsible for handling media relations activities.At Goucher College, Lucie Lapovsky is appointed vice president for finance. For the past year she was special assistant to the president at the University of Maryland at College Park, with responsibility for designing and developing a comprehensive accountability plan for the campus. She has a doctorate in economics.Charles Cross, controller at Goucher since 1986, assumes additional responsibilities as associate vice president for finance.

Financial services: Paul Corbin is named senior vice president in the Asset Management Division for the First National Bank of Maryland. He is responsible for managing fixed-income portfolios.At MercantiIe-Safe Deposit and Trust Co., Ernest L. Burden is named vice president in retail banking. He joined Mercantile in 1977 in installment loans, and most recently worked as manager a the Westview office.Regina A. Kahoe is promoted to vice president at the bank and MBC Realty, a real estate management affiliate of Mercantile Bankshares Corp.
