VERO BEACH, Fla. -- The Orioles' bullpen turned in another clunker yesterday in a 9-3 loss to the Los Angeles Dodgers, with Ricky Bottalico and Jim Brower the primary culprits. Brower couldn't hold a 3-0 lead after replacing starter Eric DuBose. He allowed a run in the third inning on three straight two-out singles, and an RBI grounder by Bill Mueller and bases-empty homer by Sandy Alomar Jr. tied the game in the fourth. Twins vs. Orioles Fort Lauderdale, Fla., today, 1:05 p.m.

WASHINGTON -- Former members of the 9/11 commission sharply criticized FBI Director Robert S. Mueller III yesterday for failing to overcome internal resistance to the creation of a domestic intelligence agency at the FBI. One former commissioner said that if Mueller cannot remake the FBI into an effective intelligence agency within a year, Congress should consider taking away that responsibility. "The FBI has been a considerable failure at the kind of intelligence work" needed in the post-9/11 era, said former Republican Sen. Slade Gorton.

WASHINGTON - The Bush administration launched a campaign yesterday to preserve and expand the USA Patriot Act, the anti-terrorism legislation enacted after the Sept. 11 attacks. In unusually strong language before the Senate Judiciary Committee, Attorney General Alberto R. Gonzales defended the administration's use of the law and warned that any effort to dismantle it would be tantamount to "unilateral disarmament" in the war on terrorism. The law, portions of which will expire at the end of the year unless Congress acts, has drawn opposition across the political spectrum, from civil liberties groups to libertarian conservatives concerned that it gives the government too much power to intrude into people's lives.
