As he's been doing for nearly the past 50 years, Eddie Jacobs opens his own door in downtown Baltimore for another business day. He answers his own phone (the number has not changed in nearly 70 years) and mails his own paperwork. The man who sells suits as they looked in the 1950s is proud of his merchandise's permanence. He believes in classic clothes with good linings, reliable wool fabric and pants with a proper rise. He owns no blue jeans and will not discuss the grunge look. His sales technique is as soft as the shoulders in one of his Southwick suits.

There are only 25 returnees on the Bowie State football team, and coach Sanders Shiver expects many of the veterans to lend a hand in areas outside their expertise.During spring practice, for instance, Mike Motta played free safety, strong safety, cornerback and even a little outside linebacker.Motta also found the time to play some baseball for the Bulldogs, and his first collegiate season was a huge success. His .494 batting average ranked No. 1 among the nation's Division II players, and the junior from Meade High would like his numbers for fall 1991 to be as good as those he posted last spring.

SACRAMENTO -- Dick Motta may have found a way to motivate millionaires. He baits them with nickels and dimes and fun and games. After two decades of coaching in the NBA, Motta, now with the Sacramento Kings, has settled on motivational techniques that turn mundane practice sessions into lively, competitive workouts. His system is simple, appealing to those basic human characteristics, greed and ambition."I play to their competitive juices," Motta said. "When you cut away all the distractions, all the contracts and agents, you find that the kids play because they love the game.

ANAHEIM, Calif. -- For the first time since his one-game suspension, Dallas Mavericks forward Roy Tarpley wore a wide smile. Saturday night, after Dallas' victory over the Los Angeles Clippers, Tarpley proclaimed, without prompting:"I'm a happy man. From now on, I'm going to keep things to myself. I'm not going to lose my cool anymore. . . . I want to be the last person on this team to cause problems. I caused enough of them in the past."After the Mavericks' Saturday morning shoot-around, Tarpley and coach Dick Motta had a brief talk, then announced a truce in what has been, for much of the season, an icy relationship.

Fact: After winning two championships in his first two seasons in the NBA, former Dunbar star Sam Cassell has been traded three times in six months, from Houston to Phoenix to Dallas to New Jersey.Opinion: The possibility of becoming a free agent next fall won't exactly hurt Mike Mussina's motivation to pitch well in 1997.Fact: A weekend of sprint stakes races drew 26,489 fans to Laurel Park over three days, which isn't bad. (Although Santa Anita drew almost 35,000 on Monday alone.)Opinion: The Miami Heat's rise from nowhere is evidence that Pat Riley simply is the best basketball coach/GM around.

DETROIT -- How 'bout them Mavs? The Dallas Mavericks are third in the NBA's Midwest Division, two games over .500. They have won six games, which last season didn't happen until Feb. 10. The first, a three-run shot to right field that traveled 385 feet, came in the fifth inning of Game 1.He walked in his last at-bat of Game 1 and his first of Game 2, but followed with a 400-foot blast to right-center with two on in the third inning. The two-run homer in the fifth inning took advantage of UMBC's small dimensions in left-center, but his final home run an inning later was back to right field. That was four home runs in as many official appearances for UMBC first baseman Shawn Shugars on Tuesday.

The Washington Bullets, with six new players on their roster, are in a major rebuilding phase this season. But it is a minor project compared to that of the Sacramento Kings, who have only three players remaining from last year's team, which won only 23 games. The growing pains have been even more severe for the Kings, who visit the Bullets (2-6) tonight. With four rookies on the roster, and forward Lionel Simmons and shooting guard Travis Mays rushed into starting jobs, Sacramento (0-7) is the only National Basketball Association team still winless.
