A picture of a bluebird, that's all he was after. Not money and fame, not admirers and accolades, not the chance to quit his day job and take pictures full-time. Photographing birds was his passion; it always would be. One good shot out of 100 was worth it. And so it was that on a cold February day in 1979, Michael L. Smith set up a tripod in his Largo backyard, pointed his camera toward a fence post and waited. And waited. And waited. He wasn't trying to change his life. He wasn't trying to buy the house of his dreams.

PHILADELPHIA -- Jason Michael Smith told police that he had decided to kill Upper Perkiomen High School classmate Michael Swann "because he punches me and kicks me and makes me" look bad.But Michael Swann wasn't the only one the 10th grader wanted to "take out.""It was not just him," young Smith said in a statement he gave to police just hours after he shot the Swann youth, 16, during biology class May 24. "I was thinking of other people too. . . . Just random people who give me trouble."I figured I could walk into the lunch room and basically kill everybody -- or blow up the school.

Michael P. Smith, the son of new Baltimore County Executive James T. Smith Jr., represented a property owner in a meeting with the county planning director while serving as a key adviser to his father on hiring and firing within the administration. Both Smiths said they see no impropriety in the meeting, and Planning Director Arnold F. "Pat" Keller III said he did not feel pressured to make decisions in favor of the development. But some county politicians, government watchdogs and ethics experts said Michael Smith's dual role is worrisome and could contribute to public mistrust of government.
