EMMITSBURG -- Shirley Waybright swallowed hard as a folded American flag was placed in her hands. The name of her son -- Andrew J. Waybright -- had just been called over the public address system, words piercing the brisk morning air and reverberating through a crowd of 5,000 at the National Fallen Firefighters Memorial Park. It was 15 months ago when Andrew, 23, collapsed during a summer morning run in his third day of training for the Frederick County Department of Fire/Rescue Services.

AS THE NATION observes the solemn anniversary of the Sept. 11 terrorist attacks, Mount Airy will remember two of its own. A memorial park will be dedicated to the local victims, Army Chief Warrant Officer William Ruth and Navy Lt. Cmdr. Ronald Vauk, at 7 p.m. Wednesday. Ruth and Vauk, both of Mount Airy, were killed when a plane commandeered by the terrorists struck the Pentagon. "We're not New York City, but the impact [of the attacks] has been felt as personally, as deeply here," said Carol Cahall, owner of the Main Event, a party supply store on Main Street.

HOLLYWOOD - Three years ago, one of the world's most famous cemeteries literally was resting in pieces. Tombstones were toppled or broken. Mausoleums were flooded, their roofs falling in. The grounds were unkempt, and sections were so crowded, some gravesites were nearly inaccessible. Worse, its problems weren't simply cosmetic. Hollywood Memorial Park's manager was embezzling millions from endowment funds. He even installed a wet bar in his office - a shoddy way to treat so storied a landscape, a cemetery where some of the most famous figures of the 20th century are buried.

A banner high over Herring Run Park, near where Harford Drive and Argonne Drive meet, proclaimed a picnic yesterday to memorialize Andrew Sparrow, who drowned last month after rescuing a friend. It was a sight that moved his mother. "I like that banner for my baby," Veronica Sparrow said. On July 27, her 15-year-old son drowned in Lake Roland after helping to save a friend who was struggling to reach shore. The gathering yesterday consisted of 80 to 90 young people who, like Andrew, found summer jobs in the city's youth work corps.

Just because summer's over, don't think it will be easier to tiptoe through Baltimore's parks after hours.Baltimore police, in conjunction with the city Department of Recreation and Parks, have announced plans to continue indefinitely a strict nighttime enforcement effort launched in June to curb criminal activity in city parks.In one of the first significant post-summer sweeps, Baltimore police, working with members of the Park Patrol, wrote 67 criminal citations -- mostly for trespassing -- and made two arrests in the city's 19 main parks one weekend last month.
