At age 48, Billy Meister has covered the entire course of the Maryland steeplechase scene, starting even before he was born. "My mother had two falls [while riding] with me when she was pregnant. " he said, chuckling at the thought. Meister competed in a pony race at age 7 and began taking timber fences at 12. Seven years later, he launched a training career, and five years after that went on his own as a conditioner of jumpers. He has trained for virtually the entire gamut of owners who run in the state and is known as a highly capable, sometimes fearless, jockey.

He has ridden excellent jumpers that have had rough trips and inexperienced horses who have risen to the occasion.Meister, 31, has won twice. The first victory came aboard the highly regarded Freeman's Hill in 1988.

No criminal charges will be filed against Baltimore Clerk of Courts Frank M. Conaway Sr. or blogger Adam Meister stemming from a November altercation outside Conaway's home.  The determination was made by Steven Kroll, a special prosecutor appointed by State's Attorney Gregg Bernstein to handle the investigation. "I found that the state could not prove a case beyond a reasonable doubt," Kroll said in a brief interview. Police had said that on Nov. 20, officers had witnessed Meister try to kick Conaway and saw Conaway display a handgun that state police said had an expired permit. Both men potentially faced charges; a police report described Meister's actions as a "common assault," and classified the report about Conaway's weapon as a "handgun violation.

Heyyyyy, it's Robbbbbbb! The Rob-man! Rob-ski! Baron Von Rob-heimer! Captain Rob of the S.S. Name Boat! On the phoooone. Telling us how to hang around the Xerox machine and make any bypasser's name funnnnnny! You've seen him -- if not on "Saturday Night Live," then in your own office: the guy by the copier or coffee machine who just has to say something to you every time you walk by.But Richard, the character on "Saturday Night Live," is funny rather than annoying. Created and portrayed by comedian Rob Schneider, Richard is a nerdy yet endearing sort who can turn any name or activity into a monologue of improvised words and phrases so dumb that they're funny.

A police report documenting last month's altercation between Baltimore Clerk of Courts Frank M. Conaway Sr. and a blogger says officers saw Conaway display a holstered handgun, but also lists him as the victim of an assault. Conaway, 78, and blogger Adam Meister, 35, have given different versions of the incident, and the eyewitness account of police who were driving by contradicts some of their key assertions. Police had withheld the report, citing the investigation by a special prosecutor, but released it Thursday morning after inquiries from The Baltimore Sun. The report is written as a "common assault," with Meister listed as the suspect and Conaway's name redacted from the "victim" field.

In the case involving an altercation last week between Baltimore Clerk of Circuit Court Frank M. Conaway Sr. and a blogger, State's Attorney Gregg Bernstein has said his office won't make the decision on whether to file criminal charges or handle any ensuing court proceedings. That responsibility will instead fall to Steven I. Kroll, a former Baltimore County prosecutor who now works as a coordinator for Maryland's association of state's attorneys. In recent months, Kroll's position has evolved from one that deals with ethics and training issues, to also serving as a special outside counsel for cases in which prosecutors say their offices have a potential conflict of interest.

One of Baltimore's most bizarre political sideshows took an ugly twist Monday, with police acknowledging that they were investigating a morning altercation between Clerk of Circuit Court Frank M. Conaway Sr. and blogger Adam Meister. Meister, who was sued by Conaway's daughter for $21 million after writing about tax credits on her homes, said the 78-year-old took a swing at him after the two engaged in an argument as the 35-year-old was jogging through the neighborhood. But unknown to Meister, Conaway says the incident was being observed by city police officers who were parked in a vehicle nearby and approached Conaway afterward.

City Councilwoman Belinda Conaway abruptly dropped a $21 million lawsuit Monday against Examiner columnist Adam Meister, conceding that she had, as he'd reported, claimed a Baltimore County house as her primary residence. "I want to thank Belinda for suing me," Meister told reporters after a brief court hearing, stripping off a white dress shirt to reveal a red-white-and-blue campaign T-shirt for Nick Mosby, who is challenging Conaway in the 7th District. "If it were not for your frivolous lawsuit, you would have zero primary opponents, and nobody would have known about your house in Randallstown," Meister said.

If City Councilwoman Belinda Conaway really thinks she's going to get $21 million out of Examiner columnist Adam Meister, she'd better hurry. Looks like he's about to spend a fortune. An invite he's posted on Facebook reads: "Adam Meister's $21 million 4th of July Party. " Conaway is suing Meister and Examiner newspapers over an online column he wrote claiming that she lives in Baltimore County instead of the city she represents. He linked to public records indicating that Conaway not only owns a house in the county, but claims it as her primary residence for tax purposes.

Coal Dust and Private Attack both punched their ticket to next Saturday's Hunt Cup during the 107th Grand National Steeplechase at Butler. In a stirring stretch duel, Coal Dust beat the defending champion by a neck Saturday as an overflow crowd watched under ideal jumping conditions. It's ironic that, barring injury or illness, Private Attack will make Maryland's most prestigious and lucrative timber race next weekend after finishing a game second. Last year, he dominated the Grand National, but then experienced a metabolic issue before the Hunt Cup and never made the race.

About 60 people called for State's Attorney Patricia C. Jessamy to fire her spokeswoman in a protest yesterday outside Baltimore Circuit Court. The noon rally on Calvert Street was led by Anna Sowers, 28, the widow of robbery victim Zach Sowers, who died from the attack this year after spending 10 months in a coma. In May, Jessamy's spokeswoman downplayed the severity of Sowers' injuries in an interview with a reporter for a legal publication, saying at one point that Sowers looked like a "sleeping baby" at the hospital.
