The Sun (editorial, Jan. 4) is wrong to claim that the Motor Vehicle Administration's decision to recall controversial license plates ''is not a free-speech issue.''The state can certainly choose to issue only standard license plates. But Maryland chose to allow nonprofit groups to put their names and logos on license plates, allowing license plates to serve as tiny mobile billboards for private citizens and their groups. Having done that, it may not then discriminate based on the viewpoints of the groups.

Police seek men who robbed doughnut shop at gunpointHoward County police were searching yesterday for two men who robbed an Ellicott City doughnut shop at gunpoint last week.About 8:30 p.m. Feb. 15, two men entered the Dunkin' Donuts in the 8400 block of U.S. 40. One man displayed a handgun and announced the robbery to two employees. Both men jumped over the counter, stole an undetermined amount of money from the two front cash registers and fled on foot, police said.A witness saw the pair enter a dark-colored car and leave the parking lot traveling eastbound on U.S. 40 toward Baltimore County.

An armed man robbed an Ellicott City gas station Monday night, Howard County police said.About 9:30 p.m., a man with a small-caliber revolver demanded money from the gas attendant at the St. Johns Amoco station in the 9100 block of Baltimore National Pike. The attendant complied and the robber fled on foot.The suspect was described as a white male, 5 feet 5 inches tall, with a medium build and long, brown hair worn in a ponytail. He was wearing a dirty white or gray shirt and blue jeans.No one was injured during the robbery.

Baltimore CityDRUG ARRESTS: Southwestern District -- At least seven men were arrested Friday by the district's drug enforcement task force on charges of conspiracy and possession of heroin and cocaine. The arrests were made by police allegedly witnessing drug violations in the first block of S. Pulaski St. and surrounding streets; more arrests were expected. The arrests followed a lengthy undercover surveillance operation that began when citizens reported drug activity in the area. Police struck about 2 a.m. Friday.
