The county economic development department, looking for someone to burnish its image, has hired a public relations specialist who has tried to do the same thing for the County Commissioners during the past 18 months.Cynthia Marie Parr, a 38-year-old Finksburg resident, joined the department yesterday as marketing director.Attracting new businesses to Carroll and retaining old ones and expanding the county's commercial tax base are some of the county's top priorities."We need a more concentrated effort in that office to use public relations and communication skills," said County Commissioner W. Benjamin Brown.

Less than a year after appointing John W. Durel executive director of the Baltimore City Life Museums, the museum's board of directors has quietly pressured him out, saying it needs a leader capable of putting the museum in a brighter spotlight.Durel agreed to resign Friday after meeting privately with board Chairwoman Marcella Schuyler. He was not offered another position at the museum, where he has worked for 11 years. The decision followed numerous private discussions among board members over the past two months.

Roy A. Schleicher, a 43-year-old Baltimore native with extensive maritime experience, has been named director of marketing for the Maryland Port Administration.The appointment was announced yesterday by Tay Yoshitani, executive director of the MPA, which oversees the state's five public marine terminals. It was Mr. Yoshitani's first major appointment since he assumed the port's top job in August.Mr. Schleicher, a vice president of NSCSA (America) Inc., the general agent for the National Shipping Company of Saudi Aradia, will take over the job in early December.

Joan Meekins, marketing director for Carroll County Department of Economic Development, said yesterday that she will leave next month to take a health care job.Ms. Meekins, who also had been the county's tourism director, will work in marketing for Homecall Inc., a home health agency with offices statewide. Her last day with the county will be Aug. 18.She will work with Homecall offices in Carroll, Howard, Harford and Baltimore counties and Baltimore City and will be based in Westminster, she said.

The committee seeking an executive director for the Maryland Port Administration has narrowed its search and could make a recommendation to the governor within the next few weeks.While the 10-member panel hoped to find a successor quickly, the process already has taken several months. A national advertising campaign drew several hundred applicants for the $110,000-a-year post.Recently, the port administration hired an executive search firm to assist the committee, which is made up of business and labor representatives.

State gets marketing directorGov. Parris N. Glendening named yesterday a Maryland marketing director who will work with all state agencies on issues ranging from business development to teen pregnancy.Tim Ayers, who has been the governor's communications director and previously worked for Mr. Glendening in Prince George's County, will be responsible for statewide marketing, public relations and advertising. He will be based in the Department of Economic and Employment Development and will work with that agency as it markets Maryland to businesses.

It was a nasty, drippy, cold, miserable weekend for beach-goers, but for retailers it was like Christmas in August.Shoppers streamed into malls all around the Baltimore area, jamming parking lots and spending money as if it could clear the skies.Alan J. Fink, manager of Westview Mall, said the merchants in his shopping center did booming business both Saturday and Sunday. He said he spoke with managers at Marshalls, Value City and T. J. Maxx, and "each of them said they had a record-setting week."
