Developers Jay French and Thomas Dowling yesterday began construction on a $4.5 million apartment and retail complex in Baltimore's Market Center redevelopment area.Mulberry Court is the name of the project, which will take shape on a vacant lot bounded by Eutaw, Mulberry, Pierce and State streets.When complete in about a year, Mulberry Court will contain 62 apartments for low- and moderate-income residents, six retail spaces facing Eutaw Street and 26 parking spaces.Mayor Kurt L. Schmoke and other city officials joined the developers for a groundbreaking ceremony yesterday morning.

After failing to persuade shoppers to come down to Howard Street, Larry Levin said he is closing Morton's clothing store in Market Center."It was a simple decision," Levin, managing partner of the store since 1993, said yesterday. The first year after he took over the store brought a modest profit. The second year, Levin saw a modest loss, but in 1995 "we took a substantial hit," he said. With a lease expiring in February at the 20,000-square-foot store in the former Hutzler's Palace on the corner of Lexington and Howard streets, Levin said he decided to pull the plug.

Downtown merchants pleaded yesterday with the Maryland Transit Administration to return the No. 23 bus to its longtime route along Saratoga Street, arguing that the MTA's decision to move the line has severely hurt business in Lexington Market and the surrounding area. In a meeting at the market attended by almost three dozen merchants, business owners told the MTA that foot traffic in the Market Center area has plummeted since the busy east-west bus route was moved south to Fayette and Baltimore streets in October.

The Harbor Court Hotel, one of the Inner Harbor's early high-profile projects and Baltimore's only five-star hotel, is for sale and is expected to generate strong interest from buyers at a time when hotel values are rising and investors face a shortage of luxury hotel deals. Harbor Court, which opened in 1986 and helped give the city an aura of elegance and sophistication, is being sold by its original owner and developer, Los Angeles-based David Murdock. Murdock, a multimillionaire Los Angeles financier who wowed city officials two decades ago with the upscale waterfront project, is also selling his only other city property, the One Market Center office and retail building at Howard and Lexington streets on the west side.

Construction workers lowered Baltimore's newest style of community policing into place yesterday at Market Center: an 8-by-12-foot corner kiosk based on a Japanese model of law enforcement.In a few weeks, this blue box at the northwest corner of West Lexington and North Howard streets will be a new police substation known as a "koban," complete with phones, a fax, a computer, television monitors and a bathroom.Now, it is an empty steel shell with bulletproof glass, but the $125,000 structure is being lauded by police and business leaders as a step toward revitalizing the Howard Street corridor.

IT HAS been called the "Boulevard of Broken Dreams." One development official labeled it the city's "albatross." Perhaps the name that best reflects Howard Street's sad, modern history is, "The Money Pit."For the better part of the past two decades -- from David Murdock's scheme to redevelop the old Hutzler's building to Mayor Kurt L. Schmoke's designation of Howard Street as the "Avenue of the Arts" -- the once-grand, now-blighted region known as Market Center has swallowed up something close to a half-billion dollars and what seems like the same number of ideas, with no discernible or lasting improvement.

For as long as most folks could remember, the No. 23 bus ran along Saratoga Street - bringing East and West Baltimore together in the heart of the old downtown shopping district. Then last October, the Maryland Transit Administration moved the bus route to Fayette and Baltimore streets. It was a shift of only three or four blocks, seemingly one of the less drastic changes in the Ehrlich administration's overhaul of the city bus system. But for the merchants of Saratoga Street and others in the Market Center area of downtown, the move has been a brutal lesson in the Law of Unintended Consequences, siphoning customers out of their neighborhood.

Slowed by multiple hurdles but still alive after six years in the works, a planned 221-unit apartment building on downtown Baltimore's west side makes a key stop today at the Board of Estimates. The city spending board will vote on whether to sell the developer land at Lombard and Howard streets for $1.25 million. The mortgage would not require any payments for 10 years, then payments at 2 percent interest annually for 20 years. The board also will consider granting a 15-year gradual increase in real estate taxes for the project, the Market Center West Apartments.

The Live Baltimore Marketing Center, an organization that promotes city living, will have a more visible location when it moves into new headquarters on Charles Street in June. The move parallels the program's maturation into a stand-alone nonprofit organization after operating within the Citizens Planning and Housing Association since 1997. Tracey Gosson, the program's executive director, said Live Baltimore will gain nonprofit status by July 1. Live Baltimore leased a 2,800-square-foot storefront location in the historic Charles Street business district that will double as administrative headquarters and a one-stop shop for prospective home buyers and renters.

Access Worldwide Communications Inc., a company that specializes in marketing services, said yesterday that it moved the headquarters and call center of its TelAc Teleservices Group from Arlington, Va., to Hyattsville in Prince George's County. The 24,000-square-foot headquarters and telemarketing center in Hyattsville employs 500. The move from Virginia to Maryland was completed Tuesday. "It was a pretty smooth transition," said Andrea Greenan, the company's director of investor relations.

At a time when merchants on the west side of downtown Baltimore are facing displacement and disruptions from $350 million in construction projects, the local merchants association elected a new leader yesterday who pledged to fight for the protection of small businesses. The Market Center Merchants Association voted 13-7 to select Alvin Levi, owner of the 55-year-old family-run Howard Street Jewelers at 112 N. Howard St., to replace developer Milton Rosenbaum, who had been the group's president for 10 years.

Unsuccessful in its quest to build a cooling facility in Baltimore's Charles Center renewal area, an affiliate of Baltimore Gas and Electric Co. wants to build a cooling plant near Lexington Market.Comfort Link, a partnership of BGE and Monumental Investment Corp., has proposed building its cooling facility on a city-owned lot at the southeast corner of Eutaw and Saratoga streets, in the Market Center area.Baltimore Development Corp., the agency that oversees downtown development for the city, has notified Comfort Link representatives that their proposal is acceptable and that the agency will soon begin negotiating a long-term lease for the land, according to BDC Chief Operating Officer Michele L. Whelley.

NOW THAT THE downtown commercial real-estate market has bottomed out and people are talking about building again, the questions arise: What? Where? And who will decide?Will there be a master plan with a search for developers willing to fulfill it, or will entrepreneurs drive the process, demanding this and that of a passive city?Baltimore's ''renaissance'' was planned in the virtual absence of market forces. Whatever land was desired was in the urban-renewal plan and developers couldn't touch it unless they did as told.

Talk about a gym with a view.Developers are proposing to build a 20-story apartment tower in downtown Baltimore featuring a rooftop exercise complex with windows gazing out at Oriole Park at Camden Yards and the glowing clock of the Bromo Seltzer Tower.The Quadrangle Development Corp. of Washington, and Mendel Friedman of Baltimore plan to present sketches of the 300-unit Market Center West apartments to a city architectural review board Thursday.The $30 million-plus project, which would replace a city-owned parking lot at Lombard and Howard streets, would fit with the city's strategy of reviving the west side of downtown by attracting hundreds of students and young professionals, said Edward M. Hord, designer of the project and principal of the Hord Coplan Macht architecture firm.

TWENTY-FOUR city blocks on the west side of downtown Baltimore would be designated a national historic district, if public officials approve a nomination by local preservationists.Baltimore's Commission on Historical and Architectural Preservation (CHAP) is scheduled next week to consider a request to add to the National Register of Historic Places an area bounded roughly by Park Avenue and Liberty Street on the east, Baltimore Street on the south, Pearl Street on the west and Centre Street on the north.
