Manchester ethics panel sworn inThree Manchester residents were sworn in as the town's new ethics commission Thursday night in Town Hall.Michael Stielper was elected chairman. Christopher D'Amario and Pat Shea had been appointed to the commission by Mayor Earl A. J. "Tim" Warehime Jr. at Tuesday night's Town Council meeting.Mr. Stielper said Friday that one of the commission's first chores would be to set up an operating procedure.Mr. Warehime said Thursday the new commission was appointed because he learned in late August that, according to the town charter, the Manchester Board of Elections Supervisors does not serve as the town ethics commission.
