The new president of the Carroll County Chapter of Mothers Against Drunk Driving is a husband, father and a victim of adrunken driver.Roger L. Schultz, 61, took office July 1."You don't have to be a mother or even female," said outgoing President Shirley Hampt, who helped found the chapter and was its leader for 3 1/2 years.All that is required is a willingness to "help stop the crime of drunk driving and offer support to its victims," she said.Mr. Schultz, who lost part of his left leg when a drunken driver crashed into his car two years ago, has both the willingness and the determination.

From the driver's seat of the colorful M-Car racer, this is one hot set of wheels.The one-third scale model of a NASCAR vehicle is 38 1/4 inches wide, 88 inches long and 25 inches high. It looks like a Matchbox car with a 3.5-horsepower lawn mower engine and plastic stock car body.But, for the helmeted driver gripping the hand controls between the overhead roll bar and the road 3 inches below, it's all speed and exhilaration. The small car can zip around a road course at 40 mph."This is a toy for grown-ups only," said Kim Schaffel, of the Harford County chapter of Mothers Against Drunk Driving (MADD)

Appointing the School BoardBecause of my commitment to public education which allows for the free exchange of ideas, I have alerted the governor's legislative office to my concerns about HBO 1617. This bill establishes the permanent nominating caucus as the only channel for appointment to the Harford County Board of Education or the Community College Board of Trustees.What started as a reform coalition to open up the governor-appoints, senator-approves process could become the medium of the long-active radical right to hang up the appointment process interminably.

MADD Clarifies Stand On New LawsIn reference to a recent Associated Press wire story (that appeared in The Sun) regarding tougher drunken-driving laws, the Carroll County chapter of Mothers Against Drunk Driving would like to clarify the points addressed in that article.The opening statement, "Maryland has some of the strictest drunken-driving laws in the country, but Mothers Against Drunk Driving will ask the 1994 General Assembly to tighten the screws little more," immediately puts MADD in a pejorative light.

It was a beautiful wedding on a beautiful October day.Most of the young adults were college graduates, some were still in college, one of those twentysomething weddings.After the reception with food, wine and beer, the bride's parents invited a few close friends and relatives back to their house. There was a mini buffet and more alcohol.The happy bride and groom had already departed.We oldies hung out in the den, and about 40 of the young people gathered on the deck.About 11:30, I realized the crowd outside was getting louder and slightly obnoxious.

The Harford County chapter of Mothers Against Drunk Driving will hold its first Candlelight Vigil of Remembrance and Hope at 6:30 p.m. Saturday in Bel Air in recognition of those killed or injured by drunken drivers.The vigil, in front of the Harford County Courthouse on Main Street, will be held simultaneously with the National Candlelight Vigil in Chicago and others around the country by local MADD chapters.Harford County is the only one of Maryland's eight chapters holding a ceremony during National Drunk Driving Awareness Month.
