A Westminster lawyer has been ordered to reopen a driveway he blocked three years ago, cutting off one of two access roads to a local wine shop.Anne Arundel Circuit Judge H. Chester Goudy Jr. also ordered Six East Main Partnership to pay court costs in the suit filed against it by Locust Wines Ltd.When the suit was filed, lawyers Robert H. Lennon and David B. Weisgerber were partners in Six East Main. Mr. Weisgerber left the partnership in June 1993.The judge ordered Mr. Lennon to remove the curb he installed at the rear of his office at 6 E. Main St. by the end of this month.

Cooper/T. Smith, a nationally prominent stevedoring company, has expanded its presence at the port of Baltimore, leasing space at the North Locust Point terminal to set up an independent operation.Until last week, the Mobile, Ala.-based company had operated at Dundalk Marine Terminal, where it subcontracted both space and a labor force from Universal Maritime Service Corp.The move to establish an independent operation -- under which Cooper/T. Smith is hiring longshoremen directly -- gives the port its fourth major stevedoring company.

"You cannot ride your bikes on the sidewalks of a business district," Cpl. Jesse Clagett yelled to two young men pedaling onto the brick path of Locust Lane, pausing as he filled out tickets for two other males who had repeatedly ignored his warnings. Clagett, who patrols downtown on a bike for the Westminster Police Department, has increased his surveillance hours along this central courtyard across from the city's public library branch in the past week. Some Westminster residents and business owners seem to think it's making a difference.

In small towns and cities north of the Mason Dixon Line, downtowns often are oriented around a town square or green where pedestrians can sit on benches or on the grass and eat, people-watch and participate in outdoor events such as lunchtime concerts. Like many communities south of that line, Westminster doesn't have a town square. But city officials are hoping that by renovating a downtown pedestrian mall, they can create one. Yesterday, local business owners, residents and city and county officials got a peek at the city's plans to make the Locust Lane pedestrian mall safer, more aesthetically pleasing and more accessible to the disabled.

He is also survived by seven children, 11 grandchildren, three brothers, nieces, nephews and a host of other relatives and friends. Two children who had skipped school were arrested in Westminster yesterday and face charges in juvenile court of stealing 29 children's books.City police said the children were a 9-year-old girl and her 11-year-old brother.A clerk in the Locust Bookstore in the first block of E. Main St. told police that she noticed the youngsters in the store about 10 a.m. While she waited on a customer, both children and a number of books disappeared, she said.Police said they believe that the children quickly got out of sight by going into the public library across Main Street.
