Buddy's Crabs and Ribs owner Harvey Blonder has lost his latest court battle to secure a 2 a.m. liquor license for his downtown Annapolis restaurant.The Court of Special Appeals upheld Friday a Circuit Court judge's decision to bar the restaurant from selling alcohol after midnight.A lawyer for Mr. Blonder had argued that city officials never fully explained why they gave Buddy's a 2 a.m. liquor license two years ago, thus preventing Judge Eugene M. Lerner from conducting a full review of the case.

The Baltimore liquor board revoked the liquor license of a Canton club Thursday night after the owner of the business violated terms of an agreement reached with community leaders, according to the board's chairman. Phantom, a dance club that opened in December in the 2300 block of Boston St., will no longer be allowed to serve alcohol, and the license will be transferred to a creditor pending a new buyer. The license was awarded to owner Shane Anderson last year with several conditions, according to the liquor board.

Carroll County's liquor board agreed yesterday to add So Kuen Wong to the Golden Palace restaurant's liquor license.Mrs. Wong and her husband, Kan Yu Wong, have purchased the Westminster restaurant from Frank Kwan Tong Hom.Mr. Hom, who opened the Golden Palace 16 years ago, will continue to own 10 percent of the business and work part time at the restaurant. Despite loud opposition from residents of Galesville, the Anne Arundel County liquor board approved yesterday a liquor license for a businessman who wants to open a 200-seat crabhouse and bar on pristine Tenthouse Creek in the scenic watermen's community. The liquor board - members of which sat through more than two hours of testimony Tuesday night and made their final decision after midnight - granted William R. Woodfield Jr. a liquor license that will prohibit off-site sales and limit operating hours.

Carroll County Board of License Commissioners approved a new liquor license for Four Seasons Sports Complex in Hampstead to accommodate the increase in business at the club after the opening of a miniature golf facility last spring.The new license allows the complex to serve beer and wine seven days a week to the general public at its Biz-E-Town Cafe and Restaurant, said Joseph Leggee, director of operations at Four Seasons Sports Complex.The cafe replaces the club snack bar, which could not sell beer and wine Sundays and served members only.

The Columbia Association ran afoul of the county Liquor Board last night as it sought a liquor license for the Fairway Hills golf course it plans to open in September.Residents who live near the 204-acre course scheduled to open in September told the County Council -- sitting as the Liquor Board -- that they feared what "beer-guzzling golfers" might do to their property and the influence they might have on children attending a nearby elementary school.Like other clubs in the area, the association plans to sell beer and soft drinks to golfers from mobile carts, association representatives testified last night.

Apparently heeding the concerns of some North Laurel residents, the Howard County Board of License Commissioners unanimously rejected an application for a liquor license for the Stage One Grill in North Laurel.Though the restaurant bills itself as a family-style establishment, the location's previous life as a strip club came back to haunt it in the person of Bibinkumar M. Aghera, one of five co-owners of Stage One Grill, which is on the southbound side of U.S. 1 next to the Ramada Inn in southeastern Howard County.
