A Baltimore man nicknamed the "Dine and Dasher" for skipping out on dozens of restaurant tabs — sometimes by faking seizures — was convicted again Wednesday in District Court. Andrew Palmer, 44, was found guilty of skipping out on a $50 bill at the Kona Grill downtown on New Year's Day. Judge George M. Lipman sentenced Palmer to 90 days. According to the prosector, it was Palmer's 17th conviction on such a charge since 2007. Palmer has been held at Central Booking since his arrest; court records show he has another case pending in Baltimore County — for allegedly faking a seizure to get out of paying at Mo's Seafood on Eastern Avenue on New Year's Eve. Palmer was charged with theft under $100 for the Kona Grill incident.

My wife and I would like to thank President Barack Obama for helping us save almost $4,000 a year on health care. I am 61 years old with a pre-existing condition of asthma which is under control with medication. Yet before the Affordable Care Act, my insurance company felt it necessary to charge me 25 percent more for my insurance coverage. I'm sure there are many others like myself with pre-existing conditions who will see a savings on their coverage. The public should know this since Fox News and the GOP would have us believe Obamacare helps no one and will cost everyone more.

Before yesterday, few people knew who Klayton Lipman and Marissa McPhail were. That all changed in less than 20 minutes when Lipman, a senior at Northeast, and McPhail, a sophomore at Arundel, captured individual titles in the Meade Autumn Classic at Blob's Park in Jessup. No. 4 River Hill and No. 3 Bryn Mawr took home the boys and girls team crowns, respectively. Lipman recorded perhaps the most significant win of his career by outrunning McDonogh junior Tristram Thomas and Old Mill senior Larry Contrella over the final 200 yards of the 3-mile course.

BEHOLD HARVEY Lipman and Saul Schwartz: It's their America.For 10 years now, once a week, Lipman has left his home in northwest Baltimore County, just off Reisterstown Road, and driven to the Metro subway station on Old Court Road. There, he meets Schwartz, who's driven over from his nearby home.From the Metro station, the two men begin to walk. In America, lots of people walk. But, when they reach Lipman and Schwartz's positions -- mid-60s, retired -- people usually walk around suburban high school tracks or sanitized shopping malls where they schmooze with others who are still making a pass at youth.

A spray-paint artist arrested last year was found not guilty Friday of peddling without a permit at Baltimore's Inner Harbor, a ruling that left the defendant without an opportunity to argue the free-speech issues he says are at the heart of the case. District Judge George M. Lipman said prosecutors failed to prove their allegations because police officers never saw Mark Chase sell his paintings. In effect, the judge ruled the officers arrested the artist too soon, while he was setting up and before he had made a sale.

A spray-paint artist who was arrested on a charge of peddling without a permit at Baltimore's Inner Harbor will stand trial next month after a judge deferred ruling Tuesday on the complex First Amendment issues at stake. District Judge George M. Lipman tried to resolve the case without a constitutional debate over free-speech rights — an unusual issue in the state's lowest court. At the Patapsco Avenue courthouse, judges deal mainly with a parade of miscreants, traffic scofflaws and low-level drug arrests.

Q. I manage a department with eight employees. The head of the company and I interviewed a likable young fellow whom we later hired to work for two managers, including myself. But early on, we determined he wouldn't be able to work in my area because of the other manager's crushing workload. However, four months later, after he and that supervisor lost a big account, I allowed him to come work for me full-time. That decision ran counter to my better judgment, because while he worked for the other manager, co-workers were concerned about his inexperience, especially in following up with clients.
