R. Kelly at the Lyric When Grammy Award-winning singer, songwriter and international chart-topper R. Kelly performs tonight at 8 at the Lyric Opera House, 140 W. Mount Royal Ave., concert-goers will be treated to an evening of hip-hop music mixed with a more traditional rhythm and blues groove. And the show will help raise money for the Arthritis Foundation, Maryland Chapter. A portion of the proceeds go toward research to find a cure for arthritis. Sunshine Anderson also performs. Tickets are $45 and $55. Call 410-481-SEAT.

HERE'S A small suggestion to athletic officials regarding the recent troubles of a Carroll County cross country runner: Get your eyes back on the playing fields and take them off of young ladies' delicate undergarments.You read about this, right? It was out there on the front page of Saturday's Sun, a position of prominence in this newspaper not routinely given to: a) the outcome of high school athletic events in: b) Frederick County, which happened to involve: c) a cross country runner from Carroll County.

Marine Pfcs. Eric S. Cole, son of Elizabeth DeCoursey of Hampstead, and Wesley D. Sanders, son of Glendol R. and Linda L. Sanders of Westminster, recently completed recruit training.During the training cycle at Marine Corps Depot, Parris Island, S.C., recruits are taught the basics of battlefield survival and introduced to military daily routine.Cole, a 1989 graduate of Overlea High School in Baltimore, joined the Marine Corps in March 1991.Sanders, a 1990 graduate of Westminster High School, also was promoted to his present rank.

Young people from Carroll, Frederick and Howard counties will gather in Mount Airy on Sunday afternoon to present a Community Christmas Choral Concert to benefit Mount Airy NET.Vocalists from South Carroll High School, Linganore High School and the Calvary United Methodist Youth Choir will be featured in the one-hour event that begins at 3 p.m. in the sanctuary of Calvary Church, 403 S. Main St., Mount Airy.Organizers are hoping the community will turn out for the free concert, which has been orchestrated as a fund-raiser for the nonprofit organization.

FREDERICK -- A drunken driver who caused a head-on accident that killed a 19-year-old mother near Linganore High School last fall when he should have been in jail was sentenced yesterday to 13 years in prison.Timothy W. Turley, 29, of Frederick, received 13 years of a maximum 18-year prison sentence under an agreement in which he pleaded guilty to manslaughter by automobile, driving while intoxicated, driving with a revoked license and reckless driving.He had three previous drunken driving convictions and other citations, some of which state Motor Vehicle Administration records showed had occurred while he drove with a suspended license.

Navy Seaman Hubert W. Goins of Mount Airy has returned to San Diego after a six-month overseas deployment aboard the destroyer USS Elliott that included duty in the Persian Gulf.While in the gulf, the ship and its crew helped enforce the international embargo against Iraq by intercepting merchant ships suspected of violating the agreement.A 1992 graduate of Linganore High School, Seaman Goins joined the Navy in February 1993.FireMount Airy: Mount Airy assisted Howard County with a car fire in the eastbound lane of Interstate 70. Units were out for 48 minutes.
