Some might consider the ceremonial burying of the hatchet at Lehigh Portland Cement Co.'s Union Bridge plant a week ago a bit contrived. However, if the plant's management and employees can turn a symbolic act into one of substance and meaning, Carroll County residents may witness a complete turnabout in Lehigh's past decade of nasty labor relations.Last Monday's mock funeral is actually in keeping with an international growth in ritual "meaculpas." In early April, 800 German Christians traveled to the Netherlands and apologized for the World War II invasion.

The politicians liked the idea of burning tires at Lehigh Portland Cement Co., most of the citizens didn't oppose it, and the company can't wait to start because it will save money on fuel.A public hearing last night on the Union Bridge company's plan to burn 2 million tires a year was lopsided: Of 21 people who spoke, only one opposed the plan. About 70 people attended the two-hour hearing sponsored by the Maryland Department of the Environment (MDE) at the Union Bridge Community Center.

All the signs favored Navy before its Patriot League game with visiting Lehigh at Alumni Hall yesterday. The Midshipmen were coming off a two-point victory at Fordham on Wednesday, while, on the same night, the Engineers had been routed by 31 at Holy Cross. But the Engineers showed how unreliable past performances can be in charting the future. UNION BRIDGE -- Burning tires as a fuel in cement kilns can be done safely and without creating toxic emissions, two experts said. The practice -- which Lehigh Portland Cement Co. hopes to start next summer -- provides a cheap fuel and is an ideal way to dispose of the 4.5 million used tires generated in Maryland every year, proponents and state officials said.Lehigh announced Thursday it will apply to the state this week to burn 2 million tires a year in its four kilns to reduce fuel costs.
