Dozens of people were evacuated from businesses near a large Anne Arundel County mall Tuesday morning after a cylinder carrying 250 gallons of highly flammable propane began leaking. The leak erupted when the cylinder fell from a forklift and broke a valve, according to a spokesman for the Anne Arundel County Fire Department. The incident occurred shortly after 9 a.m. on the construction site of a LongHorn Steakhouse restaurant on Arundel Mills Circle in Hanover. People within a half-mile radius of the site — most of them in businesses — were told to leave the area, said the spokesman, Capt.

JOHN O. Requard Jr. waited 30 years to say it: He didn't leak Richard M. Nixon's income tax information to the press. And he thinks he knows who did. Sure, Requard says, he was there in late 1972 or early 1973 when another young Internal Revenue Service guy passed around microfilm prints showing Nixon paid a pittance in tax on a $200,000 salary. And yeah, he admits, he initially told IRS investigators he hadn't seen the prints - a misstatement that would haunt him. But he wasn't the one who dished the information to Jack White of The Providence Journal, blowing another hole in the Nixon presidency and allowing White to win the Pulitzer Prize, says Requard, who recently retired from the IRS. Although, now that he thinks about it, he kind of wishes he was. The illegal disclosure of Nixon's tax data in the fall of 1973 is obscured by more famous contemporary leaks such as that of the Pentagon Papers or those dispensed by Watergate's Deep Throat.

Service on MARC's Camden Line was restored Tuesday afternoon between Washington and Baltimore while Anne Arundel County firefighters investigated possible chemical leaks on a mile-long CSX train, fire and transit officials said. MTA spokesman David Clark said Train 853 is departing Dorsey operating about 45 minutes late. Passengers should expect 5-10 minute delays between Savage and Dorsey, Clark said. The CSX train was stopped at Montevideo Road at the Anne Arundel-Howard County line about 1:40 p.m., said Division Chief Michael Cox, an Anne Arundel fire spokesman.

Firefighters sealed a leaking chlorine gas tank Friday three hours after the leak was detected by an employee at a county water-treatmentplant near Annapolis.The operator of the Broad Creek Water Treatment Plant off Riva Road found a minor leak in a 150-pound gas cylinder about 1 p.m. and notified the Fire Department, Department of Utilities spokesman Jody Vollmar said.Thirty-five firefighters were sent to the plant, fire department spokesman Capt. Gary Sheckells said.By shortly after 4 p.m., theyhad encased the leaking tank, dissipated the chlorine gas that had accumulated inside the storage area and handed the tank over to its owner, Delta Chemical Co.The Broad Creek plant, which purifies 2.9 million gallons of drinking water each day, is adjacent to the HealthDepartment on Harry S. Truman Parkway.

Around 1,000 gallons of corn syrup escaped from a South Baltimore storage tank Friday night, and 300 gallons of the sticky substance wound up in the Inner Harbor before a leaking valve was plugged, fire officials say. The leak occurred at Westway Feed Products in Locust Point, said fire operation aide Kris Floyd. Fire officials originally reported the location as the nearby Domino Sugar factory. By 10:30 p.m. Friday, firefighters had set up blockades on Hull Street to keep the syrup from reaching storm drains, Cartwright said Friday night.

THE CITIZENS of the United States, President Clinton, Vernon Jordan and their families have been done a disservice by someone. If the someone is a prosecutor, federal investigator or government informant, then the disservice could amount to prosecutorial misconduct or a crime.Unfortunately, the very nature of the disservice or crime makes it unlikely that the American people or the victims will ever find out who is responsible unless extraordinary steps are taken. More important, as a direct result of the disservice or crime, the president and Mr. Jordan may well be unable to exonerate themselves as they otherwise would have had the opportunity to do.The disservice or crime to which I refer is the perfectly timed leak concerning the alleged surreptitious recordings by Linda Tripp of conversations with Monica Lewinsky.
