The rule of law and sanctity of constitutional institutions are more important than who wins. Q. When is a public record not a public record? A. When the Maryland judiciary finds it inconvenient. Larry Young could do for the NAACP what he did for the Maryland Senate. If the American people are not able to cull the deer herd with guns, we'll just have to do it with cars.

Democratic gubernatorial candidate Raymond F. Schoenke sought yesterday to tie Gov. Parris N. Glendening to the activities of former state Sen. Larry Young, who was expelled for violations of state ethics laws.Saying the governor and Young worked together to benefit health care businesses, Schoenke urged Glendening to release "secret" documents pertaining to PrimeHealth, a Prince George's County health maintenance organization.The Sun reported Wednesday that PrimeHealth was assisted by Young and the state health department in its effort to win state business.

An FBI agent dressed as a bellhop led agents into a downtown Baltimore hotel Thursday night, where two suspects in an armored-car robbery were arrested and more than $300,000 was seized, an FBI spokesman reported yesterday.The men were charged in connection with a Nov. 16 armored car robbery in Charlotte, N.C. A Wells Fargo armored-car driver was knocked unconscious and more than $304,000 was stolen. The FBI identified the suspects as two Charlotte men, Christopher Dwayne Matthews and Kevin Prince, both age 20.Mr.

On this day, the governor of Maryland prepares his State of the State address and hopes that no one has any memory. He and Larry Young were once pretty good pals. He and Young had a mutual friend in Merit Behavioral Care Corp., which attempted to buy them both. Now Larry Young is gone from Annapolis, and Merit is part of the reason, and its shadow still hovers over Parris Glendening.Whatever this governor's virtues, there is the continuing sense of a man outrunning his own sneakiness: the secret pension deal, the money that arrived under the table from racetrack interests, the heavy-handed fund raising.

IN HIS brilliant novel, "The Invisible Man," Ralph Ellison angrily exhorted, "We are here, white people! Look at us! See us! Appreciate us! Be aware of us! And if your hearts grant permission, relate to us."That appeal is as poignant today as it was when it was written in 1947. Maybe more so now. I thought about it as I followed the sad saga of Larry Young, the former state senator who was kicked out of the Maryland General Assembly on corruption charges. The case also reminded me of Adam Clayton Powell Jr., the late New York City congressman who was expelled by his colleagues some three decades ago over ethics accusations.
