State senators are elected to attend to the interests of the general public, but Larry Haines, the Republican incumbent in the Fifth District, has made a practice of lavishing his attention on special interests during his first term.If you are mortician, real estate agent or recreational vehicle dealer, Mr. Haines won't hesitate to put a bill in the hopper for you.But Mr. Haines feels no such obligation for the commissioners of this county, for instance. After the commissioners earlier this year approved the creation of a women's commission at the county level, Mr. Haines, along with others in Carroll's State House delegation, refused to introduce the enabling legislation necessary to create the advisory body.

The integrity of the Maryland Senate is very much at stake today as its Executive Nominations Committee deals with two cabinet appointees responsible for lucrative early retirement plans that benefited Gov. Parris Glendening and some aides.Will this hearing lead to a critical examination of this outrageous program and other questionable personnel and labor moves by Mr. Glendening while running Prince George's County? Or will the hearing be a sham, with Democrats giving the two nominees kid-gloves treatment and an overwhelming vote of approval?

That is a perennial question parent face.Haim Ginott, a well-regarded child psychologist, tells a wonderful story that captures the inherent contradictions of corporal punishment.A mother is working in the kitchen frantically trying to cook dinner. Her 5-year-old son and his 3-year-old brother are playing with some toys on the floor nearby. The two boys start fighting over a toy and the older boy delivers a roundhouse punch to the head of his younger sibling, knocking him to the floor.

Whether they welcome it or not, abortion is a defining difference between the two candidates for the state Senate in Carroll County's 5th Legislative District.And underlying that discussion are differing opinions on how much religion should influence political decisions. Last night, these differences were aired during a debate in Westminster.Larry Haines, a pro-life Republican, said his position on abortion is part of the "mainstream conservatism" that a majority of county voters prefer in candidates, including George Bush in 1988.

Why are Dell and Haines trying to dry up the Maryland Wine 0) Festival?Carroll County Commissioner Donald Dell's woefully misguided efforts to undermine the Maryland Wine Festival (Nov. 10) are nothing new.He was preaching the same gospel back in 1992. As coordinator of the wine education seminars for the Maryland Wine Festival, I wrote a letter, printed in the Carroll County Times and copied to Mr. Dell, carefully addressing each of his objections. Now he has been joined in his diatribe by state Sen. Larry Haines, but it's the same old song.

Representatives assailed over environment votesIn the May 17 edition of The Sun for Carroll, Carroll countians were once again treated to the arrogance and deceit of Del. Joseph Getty and senators Larry Haines and Timothy Ferguson. Speaking to the Homebuilders Association, these three "public representatives" took their Senate Bill 649 antics to the next level, promising this special interest group that they are fighting each day to protect their God-given property rights.Forgive me, but I am unable to find any version of the Bible that prohibits communities from exercising planning and development responsibilities for the health, safety and welfare of its citizens.

A memorial service honoring former President Richard M. Nixon will be held at noon tomorrow at the Carroll County Vietnam Veterans Memorial on Willis Street.Judge Raymond Beck, State Sen. Larry Haines, Del. Richard Matthews and Westminster Mayor W. Benjamin Brown will speak.Dr. Shelton Smith, pastor of the Church of the Open Door, will deliver the memorial service message.
