He was a little boy with an old soul. A preschooler who liked to help family members cook. A kid who tooled around his block on his training wheel-less bike. Yesterday, 3-year-old Charles Murrell was killed when two cars collided in a West Baltimore intersection and careened onto a street corner, striking him and an unidentified female, police said. A cousin and a family friend were taking the boy to a pool, relatives said. Charles, called Chuck, died on impact about 3:30 p.m., a few blocks from his home in the 1900 block of W. Lanvale St. Baltimore police said a man in a silver Chrysler Sebring traveling west in the 1800 block of W. Lanvale St. ran a red light and collided with a black Chevrolet Malibu traveling south in the 800 block of Fulton Ave. The female victim was treated at University of Maryland Medical Center for nonlife-threatening injuries.

The police rode through West Baltimore yesterday afternoon like an army on parade -- 30 cruisers in a straight line with their strobe lights flashing and sirens occasionally blaring, a public show of force in neighborhoods torn by crime.When they got to Edmondson Avenue, the officers quickly spread, targeting rowhouses and suspected drug dealers as part of an all-out effort to knock down a rising homicide rate.They were greeted by residents who expressed anger or joy. The officers were yelled at, thanked and told they were engaged in a futile war. "It's not that bad around here," said Lamont Johnson, at North Carey and West Lanvale streets.

A man shot and wounded two Baltimore police officers last night inside a West Baltimore rowhouse before one of the officers fired back and killed the suspect, touching off a near-riot by grieving neighbors and relatives.The shooting at 9: 30 p.m. in the 700 block of W. Lanvale St. in the Upton neighborhood brought an angry reaction from more than 100 people who gathered outside, screamed obscenities and threw bottles at police and the news media.For about 1 1/2 hours after the shooting, the crowd raged.

Dozens of people sifted through their damaged belongings yesterday, trying to salvage what they could after a four-alarm fire Saturday drove residents from their rowhouse apartments in West Baltimore, city fire officials said.No one was injured in the blaze that began about 11 p.m. at 1027 W. Lanvale St., a three-story rowhouse containing several apartments, and spread to 1029 and 1031 W. Lanvale St. -- rowhouses that also contain apartments -- forcing the evacuation of 18 families, said Lt. Milton Gable of the Baltimore Fire Department.

Services for Algie R. Harper Sr., a ceiling installer for Baltimore Homes Installation, were held yesterday at New Shiloh Baptist Church in West Baltimore.Mr. Harper, 32, died Monday at Maryland Shock Trauma Center of injuries suffered in a beating Oct. 5 on West Lanvale Street. A suspect is in custody, charged with first-degree murder.Mr. Harper, who was born and raised in Edmondson Village, was a 1983 graduate of Edmondson High School, where he participated in varsity sports. He also played on amateur football teams and coached Little League baseball in Druid Hill Park.

Residents in the 400 blocks of Pitman Place and E. Lanvale St. yesterday lamented the death of their neighbor David Mainer -- "Mr. Dave" to many of them -- who was shot to death Friday in cross-fire on the street.Mr. Mainer was taken to Johns Hopkins Hospital, where he died a short time later, police said."Mr. Dave was the kind of guy who should have been sitting on a pier by the water with kids at his feet, acting like their granddad," said Debra Powell, 42, "not shot just before Father's Day."

BALTIMORE -- Police today continued to investigate the apparent beating-death yesterday of a man found lying in the hallway of a rowhouse in the 400 block of E. Lanvale St.The man's identity was withheld pending notification of his relatives.While no details were immediately available, police said the man, reportedly the landlord of the rowhouse, was found by the crew of a city fire department ambulance responding to a report of an injured man shortly after 10:30 p.m.A motive for the slaying was not immediately known, police said.

Alexander Stark, 76, an extraordinarily independent Baltimore politician and a civil rights champion long before it was popular, died of cancer Thursday at Johns Hopkins Hospital.Asked upon his 1975 retirement from the City Council to sum up his political philosophy, Mr. Stark said he liked to think of himself as a democrat with "a small d" as opposed to a liberal with "a large L."As a member of the House of Delegates from the city's old 5th District, where he served from 1958 to 1966, he co-sponsored Maryland's landmark public accommodations bill that made it illegal to bar anyone from hotels, restaurants and other public places because of race.

Mitchell goes to auction this week amid hopes the mansion's Victorian charm can somehow outweigh a neighborhood coping with vacant houses and a litany of urban ills. With its soaring gilt mirrors and filigreed plaster ceiling medallions, the house at 828 N. Carrollton Ave. is one of the grandest addresses overlooking Lafayette Square. "I bought the house with my heart," confessed Lily T. Tsui, a Potomac resident who purchased the house "on impulse" but never lived in it. "I just looked at it and fell in love with it. When you go inside, it takes your breath away.

A two-alarm fire caused extensive damage last night to a vacant West Baltimore warehouse. No injuries were reported, but there was evidence that homeless people were using the building as shelter, said Chief Kevin Cartwright, a Fire Department spokesman. He said one man was escorted from the burning building by the first firefighters on the scene. The fire, in the 800 block of N. Franklintown Road near West Lanvale Street, was reported at 10:35 p.m., Cartwright said. It went to two alarms at 10:45 p.m. At least 70 firefighters manning 30 pieces of equipment fought the blaze, he said.
