A two-story shopping and office complex is planned for a key intersection of the Lauraville business district in Northeast Baltimore, the Baltimore Development Corp. said yesterday. The BDC selected developers JBL Great Baltimore Properties to build the $1.6 million project in the 4500 block of Harford Road and will begin negotiations to sell the developers the city-owned property. Montebello Crossing will be a 15,000-square-foot building with first-floor shops with outdoor seating and a second floor for studios, offices or other businesses.

A former bell foundry near Baltimore's Pennsylvania Station will be recycled as part of an art center inspired by the Torpedo Factory in Alexandria, Va. Developers Jeffrey and Jeremy Landsman and Patricia Massey acquired the property this month and plan to spend several hundred thousand dollars to prepare it for occupancy by artists starting late this summer. The art center will be created inside seven interconnected buildings that were most recently used as an auto repair shop at the southeast corner of Calvert and Federal streets in the Station North Arts and Entertainment District.

An Owings Mills teen-ager contends that he was thrown out of a McDonald's restaurant in Ellicott City by a security guard after spilling his drink on the floor.The youth is seeking $725,000 in damages in a civil suit his mother filed on his behalf in Howard Circuit Court in the Nov. 28, 1992, incident at the McDonald's in the 9200 block of Baltimore National Pike.The plaintiff also wants $3.14 as compensation for the meal that was thrown out by the security guard before he had a chance to eat it.Jason Landsman, whose mother Sandra Landsman filed the suit on his behalf on Nov. 26, names guard Cordell Leon Walker of Woodlawn; and Security America Services Inc., a Baltimore company where Walker works; and McDonald's Corp.

Police investigating the fatal shooting of a 17-year-old Pimlico-area youth in the kitchen of his foster home say the victim apparently activated an interior burglar alarm while being chased by his killer.Northwestern District police, who responded to the alarm about 10:11 a.m. yesterday, checked the house for signs of forced entry and left when none were found. The victim's body was found about 3:18 p.m. when a resident of the house returned home.Other residents of the house last saw the victim about 8 a.m."

St. Paul's attackman Bart Wagner got up off the canvas to deliver the knockout blow in yesterday's 10-9 overtime victory against visiting Maryland Interscholastic Athletic Association A Conference rival St. Mary's. The junior assisted on the Crusaders' seventh and eighth goals, sent the game into overtime by scoring their ninth, and converted the game-winner at 2:50 of the extra session off a pass from Stewart Thomas. And he did all of this after a second-quarter collision with a defender had left him dazed and on the team bench for much of the third quarter.
