Delegate Lawrence LaMotte, D-Carroll, Baltimore County, has been named to an environmental committee with the National Conference of State Legislators.He will join the conference's Environmental and Natural Resources Committee, which deals with solid waste, ground water,global warming, hazardous waste and other issues."I will be able to bring some of the concerns of the state of Maryland to the attention of the federal government and the U.S. Congress," LaMotte said.The panel is one of 11 standing committees of the policy-making arm of the conference.

Amid the tedious tasks of absorbing hours of testimony and voting onstreams of bills, three Carroll delegates enjoyed shining moments ofvictory during the 1991 General Assembly session.For Delegate Lawrence A. LaMotte, D-Carroll, Baltimore, the session was a learning experience in what it takes to get major, controversial legislation passed.LaMotte was one of two primary sponsors of abortion-rights legislation in the House. Once the Senate acted on a similar bill first, heassumed a lead role in shepherding the legislation through the Houseunamended.

The purpose is to demonstrate semi-automatic firearms.The Schaefer administration has proposed banning the sale of semi-automatic military-style assault weapons, much to the xTC NRA's chagrin.

Two Carroll delegates who will vote in committee on legislation to control growth in the state may cancel out each other's votes.Delegate Lawrence A. LaMotte, D-Carroll, Baltimore, said if he had to vote Thursday after a hearing on a bill based on the 2020 report, he would have voted for the bill with some changes.Delegate Donald B. Elliott, R-Carroll, Frederick, Howard, said hestrongly opposes the bill, which is based on a study by the Governor's Commission on Growth in the Chesapeake Bay Region.

Following his finest hour in nine years as a legislator, Delegate Lawrence A. LaMotte strode into a popular nightspot here Monday night to the rousing applause of abortion-rights advocates, many of whom hadworked with him for six months on abortion legislation.But it was a patron at Fran O'Brien's restaurant who had never met LaMotte who provided the Democrat from Carroll and Baltimore counties with one of the most memorable and touching moments of his public life."She came up to me and said she recognized me as a pro-choice leader," said LaMotte.

To reduce the estimated risk of extra cancer deaths in Maryland fromone in 100,000 to one in 1 million, a Carroll delegate argued Thursday for raising the state water standard for the toxic chemical dioxinto the federally recommended level.Environmentalists supported the bill introduced by Delegate Lawrence A. LaMotte, D-Carroll, Baltimore, saying Maryland's current water quality standard is one of the most lenient in the nation, underestimates the degree to which minute levels of the chemical accumulate in fish and poses an unacceptably high human health risk.

Delegate Lawrence A. LaMotte, D-Carroll, Baltimore, sheathed his legislative sword Thursday at a hearing on 12 abortion bills and attempted to appeal to his colleagues on another level -- that of a parent.LaMotte, a primary sponsor of two abortion-rights bills, argued against the inclusion of any clause requiring minors to notify parents before having an abortion, a focus of debate on the issue.In an emotional plea, he described his recent meeting with the parents of a young Indiana woman who died as a result of a "botched back-alley abortion" and questioned whether his own teen-age daughter would be too ashamed to approach her parents if caught in the same predicament.
