A Timonium-based developer unveiled plans yesterday to build offices, shops and restaurants in a 230-acre mixed-used development on the site of the former Greenspring Quarry in Baltimore County. Obrecht Properties LLC said LifeBridge Health Inc. has signed a lease for office space in the proposed Quarry Lake at Greenspring, becoming the first tenant in what is projected to be 225,000 square feet of offices and 112,000 square feet of shops. LifeBridge will, in turn, lease office space to physician groups in its health network.

If you decided to create a restaurant from what the National Restaurant Association says are the hottest culinary trends right now, it would look something like the Malibu Grill in Columbia. Latino food. Check. Beef in quantity. Check. Tapas. Check. Who wouldn't love a house on the water? For many people, owning waterfront property is a lifelong dream. John Getz grew up near Annapolis in Cape St. Clair but never lived on the water. He admits that as a teen-ager he was a little bit envious of his friends with waterfront homes. "They all had boats and nice houses. I always wanted that," he said. His wife, Susan, lived on waterfront property in Pasadena almost her entire life. For her, looking out the window and seeing the sunrise over the river was a natural, everyday occurrence.

Baltimore's Public Works Department is issuing more than $4.2 million in water bill refunds to 38,000 households in the city and Baltimore County after an audit showed the agency overcharged tens of thousands of customers. The audit, released Wednesday, found that some homes received only estimated water bills for years at a time while others received no bills. And while city water officials say they made $40 million in billing corrections in 2010 alone, the auditors were unable to locate paperwork to support that.

Steve Ruiz recalls it clearly, shopping in a sporting goods store with his son, Jett, and another 13-year-old who played on Jett's baseball team. Jett rushed down the aisles, handling the bats and gloves. But his friend hung back. Ruiz approached the youngster. "Get whatever you need, Adam," Ruiz said. "Really?" Adam Jones' eyes grew wide. His choices that day were practical ones - a jockstrap and cup. Clutching his purchases, Jones turned to his benefactor. "I'm gonna pay you back, Mr. Ruiz," he said.
