A corrections sergeant with 19 years' experience, Beyer agreed to work one extra shift after another at the detention center on Kenilworth Drive in Towson, volunteering for months to help fill a position that had been left vacant. IT'S ONE OF those unpleasant realities of suburban life. The proposed development of a Giant supermarket next to Kenilworth Mall in Towson will make traffic a nightmare. And because the Baltimore area has a mass transit system that's about as useful as a car that won't make left turns, people who live in the Kenilworth area will likely just have to put up with the increase in vehicles. Vanguard Equities' proposal to build the shopping center has received mixed responses from neighbors who fear the store will add drastically to the estimated 15,000 cars that travel their streets each day. "People buy more groceries than BMWs and Buicks," said one resident, referring to the car dealer located on the proposed site.

Efforts to expand the Baltimore County Detention Center will advance next month when two contracts are presented for County Council approval but ground-breaking on the $30.5 million project is at least a year away, Fred Homan, county director of budget and finance, said yesterday. The contracts are for $312,000 with Gilbane Building Co., the project manager, and $1.6 million with the architectural firm of Daniel, Mann, Johnson and Mendenhall. Expansion of the detention center on Kenilworth Drive was packaged with other projects in Question C on Tuesday's ballot.
