Annapolis Mayor Ellen O. Moyer rejected Alderman George O. Kelley Sr.'s assertion that the police force is understaffed and denounced his demand that Police Chief Joseph S. Johnson resign as politically motivated. "I see it as a tiff with bad blood between two men," Moyer said. "Because of George's other aspirations, he's taking the tiff to a different level." Expressing her approval of Johnson and the Police Department's crime-fighting record, Moyer said Kelley, a former city police officer, had turned a private telephone quarrel with Johnson into a public spat.

The House of Delegates has amended a bill to require state Senate confirmation of gubernatorial appointments to the Baltimore County school board, instead requiring the revival of a public nominating convention - making it far less likely that the legislation will reach the governor's desk. In light of the development, Sen. Delores G. Kelley said yesterday that she will introduce a bill next year calling for an elected school board in Baltimore County if the bill requiring Senate confirmation does not pass in its original form.

Noting differences over "core values," Annapolis Alderman George O. Kelley Sr. announced yesterday his departure from the Democratic Party at a news conference at state Republican Party headquarters. Flanked by Republican Lt. Gov. Michael S. Steele and several members of Kelley's family, the lifelong Democrat said he made the decision after several years of "soul-searching" and conversations with his wife, Wanda. "Today, I announce my change of political affiliation," said Kelley, 48, pointing to what he said are the "public safety policies" and "fiscal responsibility" of the Republican Party.
