Henry M. Kay, planning director for the Maryland Transit Administration, was named yesterday to head a new private regional coalition to push for funding and development of the proposed Baltimore Regional Rail System. "The Baltimore region has never had a good transit system," said Donald C. Fry, president of the Greater Baltimore Committee, the group leading the coalition. WASHINGTON -- The doctor's diagnosis hit gulf war veteran William Kay like a bombshell.Mr. Kay, 52, a Naval reservist, had been exposed to chemical or bTC biological warfare while in the Persian Gulf war, determined Dr. Charles Jackson of the Veterans Affairs Medical Center in Tuskegee, Ala.It was the first diagnosis of "Persian Gulf syndrome" among the 4,000 veterans who believe they were exposed."

As those who were part of the real story watched, television imitated the life and death of a Cape St. Claire couple Sunday night.The NBC movie, "A Family Torn Apart," depicted the murder nine years ago of Bob and Kay Swartz by one of their two adopted sons, a crime that shocked Anne Arundel County and sparked the book, "Sudden Fury."A relative who viewed the movie said it rang true in its portrayal of family relationships, but contained enough dissimilarities that he could watch it. "It was a faithful reproduction of the feelings, but the surface was changed -- and maybe I am grateful for that," said Jacob Swartz, whose brother, Bob, was murdered.

Douglas R. Price, a semiretired Chestertown businessman, historian and writer, recently wrote to me about the rumored World War II affair between Gen. Dwight D. Eisenhower and Kay Summersby, an English woman who had been assigned to him as a driver. "Since this is the 60th anniversary of the end of World War II, I thought it would be timely to put an end to that baseless rumor about Ike and Kay Summersby," Price wrote. "I know firsthand the deep impact unchecked rumors can have. In the winter of 1951, I joined the Eisenhower-for-President campaign.

A twist in her wrist, and she has lost that love. A step forward, and she continues to love. Outside, the sirens of Baltimore are whining, but inside, deep inside, Kay has returned home to the Japan she left for America 43 years ago. When Kay married Howard Hayes Jr. in 1958, her mother told her that she should forget Japan.
