As of 9 a.m., traffic was slow on I-95 south at Kane Street, due to an accident involving two vehicles. Accidents were slowing traffic on I-95 north at the Fort McHenry Tunnel in Baltimore City; at Routes 147 and 152 in Harford County, Holabird Avenue at Delvale Avenue in Dundalk; and Broken Land Parkway and Snowden River Parkway in Columbia. Traffic was blocked in the 2800 block of Mohawk Ave. in Northwest Baltimore, where crews have been fighting a fire. Debris in the roadway was interfering with the traffic flow on the inner loop of the Baltimore Beltway at Security Boulevard.

A man was stabbed to death in the Broening Manor section of Southeast Baltimore Tuesday morning, police said. The victim was identified Wednesday as William Harold Simmons, 49, of Dundalk. Police were called just after 6 a.m. to the 1700 block of Kane Street, for a report of a man lying unconscious in the street, police said. They found Simmons suffering from multiple stab wounds, and he was taken to a hospital, where he died. No suspect or motive information was released.

Here's what to look for if you're traveling in the Baltimore metropolitan area this week. This list of highway projects includes only newly announced work, not continuing construction, which is extensive on several highways, including Interstate 95, U.S. 50/301 and the Baltimore-Washington Parkway.New highway projectsI-95 north -- Northbound roadway from the Baltimore Beltway to White Marsh Boulevard, single-lane closures from 7 a.m. to 3 p.m. tomorrow through Friday. The southbound roadway from White Marsh Boulevard to the Beltway will have single-lane closings from 9 a.m. to 3 p.m. tomorrow through Friday and from 6 to 11 a.m. Saturday.

Interim city schools COO named to stay on the job The Baltimore school board has named J. Keith Scroggins to the permanent position of chief operating officer. Scroggins, who previously headed the Bureau of General Services at the city Department of Public Works, has held the job on an interim basis since June. He replaced Eric Letsinger, who was fired after taking 10 school system and city employees on a fishing trip. Letsinger paid for the trip himself, but there were questions about whether he intended to use public funds before details were made public.

In Baltimore City Delivery truck hits, kills woman, 73, crossing Kane Street A 73-year-old Southeast Baltimore woman was struck and killed by a delivery truck yesterday morning while crossing the 900 block of Kane St., police said. Catherine A. Manning of the 400 block of Hornel St. was crossing Kane Street north of Hudson Street at about 10:30 a.m., when she was hit by the truck, police said. The driver apparently braked, but could not avoid Manning, who was pronounced dead at the scene, they said.

Additional single-stream recycling bins are available from the Baltimore Department of Public Works at the city's yard at 111 Kane St., across from Patterson High School. The yellow bins will be available from 9 a.m. to 2 p.m. Monday through Friday. The 18-gallon bins cost $5; the 25-gallon bins are $6. City officials ordered 10,000 bins last month but ran out on the first distribution day. An additional 20,000 bins were ordered. A man who was shot Monday in the Dundalk area has died of his injuries, according to Baltimore Police. The incident was reported at 5:33 p.m. in the 1700 block of Kane Street, police said. An officer found a man with a gunshot wound in his chest. The victim was taken to Johns Hopkins Bayview Medical Center, where he was pronounced dead at 7:10 p.m., police said. They have tentatively identified him but are waiting for confirmation before releasing his name, police said. Kane Street is in an industrial area with a bar and a restaurant; there have been two homicides this year within blocks on the Baltimore County side.

City homicide detectives were investigating the shooting of a man in the Dundalk area Tuesday evening. An unidentified man was shot in the chest about 6 p.m. in the 6500 block of Holabird Ave, near Kane Street in the Broening Manor neighborhood of Southeast Baltimore. His condition was not immediately known, but district detectives handed the investigation to homicide detectives, indicating the victim's prognosis had worsened. The block is in an industrial area and includes a bar and a restaurant; there have been two homicides this year within blocks on the Baltimore County side.
