On March 24, 2004 THOMAS E. KAISER JR., beloved son of Susan Parsons Bradford and Thomas E. Sr. and his companion Barbara Lytle; brother of Judith Ruth, Andrew Kaiser, Nellie Bradford and the late Tracey Ann Kaiser; beloved nephew of John and Jacqueline Kaiser. A Memorial Service will be held at the family owned Ruck Towson Funeral Home Inc., 1050 York Rd (beltway exit 26A) on Tuesday at 11 a.m. Inurnment Woodlawn Cemetery. The family will receive friends on Monday from 2 to 4 and 7 to 9 p.m.

On March 20, 2004, CARL WILLIAM KAISER of Fallston, MD. Beloved husband of Betty Mae Kaiser (nee Anker), devoted father of Darleen B. Danney and her companion Michael May, Sandra L. Michaels and her husband Herb R. Michaels, Lynn M. Schroeder and companion Vincent J. Stonis, Deborah A. Calvanico and husband Phil E. Calvanico, and Carol J. Hankey and her husband Merv E. Hankey, loving brother of Genevieve K. Mc Quillin. Also survived by 12 grandchildren and six great-grandchildren. Services will be held at the Lutheran Church of the Good Shepherd, Bel Air, MD, on Wednesday, March 24, 2004 at 10 A.M. Interment will be in Highview Memorial Gardens, Fallston, MD. In Maryland's annual checkup of HMOs, Kaiser Permanente posted the most top scores and Preferred Health Network the most low marks in the report issued yesterday, just as last year. But consumer behavior in response to the rankings has often been at odds with the results. The HMO report card hasn't resulted in consumers switching in large numbers from low-ranked plans to high-ranked ones. Consumers' satisfaction with their health maintenance organizations is on the decline, even as the plans overall have been scoring higher on various clinical measures than a few years ago. But state officials said the assessment, launched by an insurance reform law a decade ago as health maintenance organizations grew in popularity, have brought more accountability to the industry and produced an overall improvement in care.

The Rev. Joseph Andrew Kaiser, who served several Roman Catholic parishes in the Baltimore area after many years of teaching, died of complications of Parkinson's disease Thursday at St. Elizabeth Rehabilitation and Nursing Center. He was 82. The Philadelphia native joined the Christian Brothers order in 1939. He earned his undergraduate, master's and doctoral degrees - the last in sacred theology - from Catholic University of America. After teaching at his order's high schools in Washington and Philadelphia, he taught in and became chairman of the theology department at La Salle University.
