Moving forward with the creation of an educational foundation to raise funds, the Carroll schools superintendent faces the delicate task of selecting an advisory board that would be committed to equitably distributing the money to the most appropriate projects. Superintendent Charles I. Ecker has begun the process of selecting up to 15 people from throughout the community to sit on the panel that will raise money from private contributors and then determine which projects - unfunded or underfunded in the system's budget - it should sponsor.

The Carroll County Planning Commission was to recommend today that the County Commissioners delay construction of two Westminster area schools.Also today, a group of parents -- with the support of Westminster's mayor and Common Council -- was organizing to fight the recommendation.The council pledged its support last night to Westminster parents Laurie Walters and Robin Kable, who are seeking chairmen for a citizens group that will try to counter the planning commission's recommendation for a two-year delay in construction of a third middle school and a second high school for Westminster.

County government has sold the old Glass House building in Westminster to a local restaurateur and a lot in the county air business center to a local veterinarian.The properties were sold Monday through Carroll's industrial development authority, a method that allows the county to bypass a requirement that it sell property only at public auction and instead market property directly to industries.Sal Romeo, owner of Paradiso Italian restaurant in downtown Westminster, outbid one competitor for the Glass House at Locust Street and Distillery Drive, part of an old distillery complex that the county bought in 1991.

Westminster is the first municipality in Carroll County to have its own rental property maintenance code. The code, introduced in November after two years of planning, was approved unanimously last night by Westminster's mayor and Common Council. It goes into effect June 1. "Obviously we've wrestled with this over a long period of time," said Mayor Kenneth A. Yowan, addressing the two dozen people at the meeting. "I think this is a good ordinance. If you have any problems with this being enforced you can come back and see us again and you will be heard."

Because of incorrect information supplied by the Maryland State Police, the amount of cocaine and marijuana that Loyola College lacrosse player Seth Foster was charged with having was reported incorrectly in The Sun on March 27. He was charged with possession of 0.5 grams of cocaine and 0.3 grams of marijuana.* The Sun regrets the error.A Loyola College lacrosse player was arrested Friday at Baltimore-Washington International Airport while apparently trying to carry drugs aboard a team flight in a cassette-tape case.

Violent crime in Anne Arundel County has risen, but by just how muchis hard to say.Figures provided by county police show violent crimes -- murder, rape, robbery and aggravaated assault -- rose 26.9 percent in 1991, compared to 1990.But state police figures cut that figure by more than half, to 13.3 percent."It all depends on how you want to report it," state police spokeswoman Denise Kable said.l "It's the play with the numbers. And we have more agencies contributing to our totals."Crime statistics compiled by the state include figures from county police, Annapolis, two state police barracks, state police at Baltimore-Washington International Airport, the Sheriff's Department and the Departmentof General Services, which handles security in state buildings, Kable said.

It was almost like Publishers Clearing House when the Carroll County Public Schools Education Foundation presented its first monetary awards for 18 programs at 14 schools around the county. Big smiles, heartfelt thank yous and congratulations were the order of the day as the Star Patrol school bus made its rounds, sometimes catching teachers in the classroom, giving their students a chance to share the goodwill. Winning teachers or administrators received a red, white and silver star-shaped balloon bouquet, corsage and an oversized check for a special project for their students.

Two Westminster women hope to enlist their neighbors in a project to line West Green Street with shade trees and flowering dogwoods.The idea started with West Green resident Robin Kable, who looked at her street one day several months ago and visualized the tall trees that formed a canopy over the street where she lived as a little girl.Ms. Kable and neighbor Ruth Gray asked the Westminster Tree Commission for help to plant trees on West Green Street between Bond Street and Old New Windsor Road.
