"It can't happen here. " From the safety of suburban Maryland, it is only natural to think that random shootings erupting in movie theaters in Colorado will not visit our neighborhoods. Safe, quiet, stable communities are not the places we imagine when we think of kids and guns, the excitement of the first day at school and the terror of "code red," the evacuation of our children and debates over whether to charge a 15-year-old shooter as a kid or an adult. But it did happen at Perry Hall High School on Monday, and so we must follow the self-examination that other communities, from Littleton, Colo.

Ms. JOYCE LYNN "Princess" JOINER (-Baugher), 57, of 8 Ninth Avenue, Brunswick, MD, formerly of 30 Tearose Drive, Baltimore, MD died Thursday, June 2, at the University of Maryland Medical Center, Shock Trauma ICU, Baltimore, MD. Born February 5, 1948, in Frederick, MD she was the daughter of the late Lillian Lee Lancaster Lambert and John Franklin Joiner, Jr. She was a 1966 graduate of Dundalk High School. Ms. Joiner retired as a Benefit Authorizer from the Social Security Administration, in 2003.

The Carroll County commissioners have appointed Jeanne S. Joiner as the county's acting director of planning. Joiner began her career as a county planner in 1974, working her way up to bureau chief of planning in 1984 before resigning to raise her children. She returned to the department in 1994 as a planner and rose again to bureau chief in 1998. She holds a bachelor's degree in sociology from Western Maryland College and is a member of the American Planning Association. She replaces Steven C. Horn, the former director of planning, who resigned last month after 14 years to take the same post with neighboring Frederick County.

The county commissioners have named Jeanne S. Joiner county planning director and Kimberly A. Millender county attorney. Joiner has served as acting director since the departure of planning director Steve Horn in August. Joiner began her career in Carroll in June 1974 as a planner. She worked her way up to planner III in December 1978 and became bureau chief of planning in January 1984. She resigned in June 1985 to raise her children. Joiner rejoined the Planning Department in June 1994 as a planner and again became bureau chief in March 1998.

Two Baltimore men were shot fatally in the back early yesterday while they were sitting in the back seat of a car on Paca Street in what a homicide detective described as a "random act of violence."The victims were Antonio Carberry, 20, of the 3900 block of Maine Ave. in Northwest Baltimore and Jerod Wade, 18, of the 4700 block of Duncrest Ave. in Northeast Baltimore.Both were shot by an unknown assailant who stood behind their car and opened fire at 2: 27 a.m. in the 200 block of Paca St., an area known for late-night cruising by young people.

Reacting to widespread criticism, Carroll County commissioners asked yesterday for a meeting with county planners and farmland preservationists to discuss how the county will implement a recently passed zoning law that many say promotes development on farmland. Donald I. Dell called for the meeting, saying the commissioners should at least respond to questions and concerns that have arisen in the past month. Several county staffers expressed reservations about the wording of the law yesterday to the commissioners.

Jean McIntyre JoinerEx-nursing educatorJean McIntyre Joiner, a former nursing instructor and homemaker, died Sunday of cancer at St. Joseph Hospital. The Lutherville resident was 71.Born and reared in Marion, S.C., she received a teaching certificate from Limestone College in 1942 and a bachelor's degree in nursing from Duke University in 1945.She worked briefly as a private duty nurse and in 1948 joined the faculty of Columbia Hospital in Columbia, S.C. In 1951, she became head of the nursing faculty of the University of Mississippi.

Black & Decker Corp. said yesterday that it finally has won the year-long patent-infringement case it has been waging against power-tool rival Porter-Cable Corp.Towson-based Black & Decker said a federal judge in Virginia has ordered Porter-Cable to permanently stop making and selling several versions of a woodworking joiner. This type of joiner is essentially a tiny circular saw that cuts slots in wood so precisely that, say, two pieces of wood that help form a piece of furniture can be fitted together perfectly using wood "biscuit" tabs that fit into the slots.
