A Baltimore lawyer criticized the Susquehanna River Basin Commission yesterday, accusing the agency of using inaccurate information to win support for overseeing city access to Susquehanna River water.Neal M. Janey, former city solicitor, said Baltimore officials told the commission in December they had no plans to draw more water from the Susquehanna watershed.But the commission used an outdated 1993 study -- estimating the city will need up to 50 million gallons a day by 2003 -- to muster support for its gaining power over Baltimore's access to Susquehanna water, Janey said.

An Annapolis woman pleaded guilty yesterday in Anne Arundel Circuit Court to being an accessory in the murder of a woman who was stabbed 58 times and left to die in the back seat of a car.Wanda R. Hall, 32, of the 1000 block of Bay Ridge Road drove the car while Richard E. Janey stabbed Susan McAteer. She then helped him dump the body in the woods and torch the car.Hall pleaded guilty to being an accessory after the fact to second-degree murder, malicious burning and unauthorized use of a motor vehicle.

An Anne Arundel County Circuit Court jury convicted an Annapolis man yesterday of helping to hide a 1994 murder, but it deadlocked on whether he killed the woman.The unusual split decision leaves room for a third trial on whether Richard E. Janey murdered Susan McAteer. But, as in this trial, which came after the Court of Special Appeals overturned Janey's murder conviction, evidence of previous beatings would be excluded.McAteer's family was livid."It's a huge blow, to our family of course, and to the fight against domestic violence," said Susan McAteer's brother Marc McAteer, 37, of Annapolis.

Moments into the retrial in a notorious 1994 Annapolis murder, defense lawyers accused the prosecutor of making an improper reference and sought a mistrial yesterday. They failed.In his opening statements to the Anne Arundel Circuit Court jury, assistant state's attorney Frederick Paone characterized the relationship between defendant Richard E. Janey and the late Susan McAteer as "an abusive relationship."Nancy Cohen, Janey's lawyer, immediately objected. She told Judge Clayton R. Greene Jr. that the allusion to domestic violence, especially at a time when the issue receives so much public attention, was out of line.

The Baltimore City Council is expected today to schedule hearings on whether to reconfirm Mayor Kurt L. Schmoke's executive nominees to head the city's law and housing departments.Technically, City Solicitor Neal M. Janey and Housing Commissioner Daniel P. Henson III have served in acting positions since their terms expired in early December.The 19-member council, in its first meeting since early December, is expected to receive Mr. Schmoke's confirmation letters today asking that Mr. Janey and Mr. Henson be retained, according to City Hall sources.

The man county homicide detectives charged with murder Tuesday in the stabbing death of an Annapolis woman escaped in October from the Anne Arundel County Detention Center, where he was serving a six-month sentence for beating the same woman, according to police and court records.Richard Edward Janey, 30, was charged yesterday in the slaying of Susan McAteer, 32, of the first block of Southgate Ave. in Annapolis. He was ordered held without bail by District Court Judge Essom Ricks.Court documents, which list Mr. Janey's address as the 100 block of Obery Court in Annapolis, show that he was convicted Sept.

In an article in yesterday's editions of The Sun, the year Kurt L. Schmoke was elected mayor of Baltimore was reported incorrectly. Mr. Schmoke was elected mayor in 1987.On Sept. 13, assistant Baltimore solicitor Harry L. Chase stood in a crowded downtown hearing room, waiting for his turn to speak on behalf of his client. Mr. Chase's case on this Thursday morning had nothing to do with city business. His client was the boss' wife.Mr. Chase was representing Donna Janey, the 47-year-old wife of City Solicitor Neal M. Janey, before the city elections board.
