The shooting of Kendra Diggs and the subsequent barricade by her alleged attacker presented a challenge Tuesday for police and emergency responders. Under the threat of further gunfire from the off-duty Baltimore police officer, officials said, they were unable to render medical aid to the dying woman. "When you have a person who is down … what we're trained on is that you don't jeopardize six or seven police officers in your emotional reaction to save that person," Police Commissioner Anthony W. Batts said in an interview Wednesday.

Hall of Famer Jim Palmer was granted a divorce yesterday in Baltimore County Circuit Court, ending his 10-year marriage but not the legal disputes with his ex-wife. Palmer, who filed for divorce in 1998, sat stone-faced as Joan H. Palmer's lawyer read a settlement agreement in court that allows him to keep his three World Championship rings from his career with the Orioles, three Cy Young Awards and his mother's desk. Joan Palmer will be allowed to keep her jewelry collection, china set, cameras and camera equipment and an Andy Warhol silk-screen, "Lifesavers."

The final defendant to be sentenced in the killing of Baltimore County police Sgt. Bruce A. Prothero was given life without the possibility of parole yesterday by a judge who compared the crime to a "Wild West" shootout. Wesley Moore, 25, showed no emotion as Baltimore County Circuit Judge James T. Smith Jr. sentenced him, but the victim's widow sobbed quietly during the hearing. "You committed an act like something out of the Wild West, and you didn't even realize how outrageous it was," Smith said.

Former Baltimore County Executive James T. Smith is one of the final candidates in talks to become Gov. Martin O'Malley's new transportation secretary, according to several people familiar with the situation. The job has been vacant for more than a year, but an appointment to the post will likely be made soon, an administration source said. Smith, who left office in 2010 under term limits, is a partner in the Towson-based law firm of Smith, Gildea & Schmidt. He also serves on the board of directors of the University of Maryland Medical System and the Board of Visitors of the R. Adams Cowley Shock Trauma Center.

Recorded 911 calls released Tuesday reveal frantic reports from neighbors who described the scene as Baltimore police said an off-duty officer shot and killed his girlfriend then barricaded himself in a home for six-hours. "The neighbor across the street she's laying down on the ground beside about four police cars," one woman told an emergency dispatcher as the West Baltimore incident unfolded. "One ambulance came and backed out. She's laying on the ground and bleeding terrible, and I haven't seen an ambulance since.
