Awards:Gene Strull, vice presitdent of technology for Westinghouse Electronics Systems Group, has been recognized as the winner of the 1991 Frederik Philips award. Presented by the Institute of Electrical and Electronics Engineers, the award cites Strull's "outstanding accomplishment in the management of microelectronics and integrated circuit developments and their applications to aerospace systems." Strull, who has a doctorate in electrical engineering, began his career with Westinghouse in 1954.

Best-selling novelist Tom Clancy is expected to formall announce next week his candidacy for ownership of an NFL expansion team in Baltimore.Baltimore attorney David Cohan indicated Clancy was on course to file a $100,000 ownership application fee with the NFL."I'm reasonably confident he's going to be filing," Cohan said yesterday. "If he's going to file, he will have a press conference next week."Clancy has authored several best-selling spy-thrillers, including "The Hunt for Red October" and his latest book, "The Sum of All Fears."

Two years ago, Barbara Gambrill cooked up a business from her grandmother's tasty mustard recipe with the help of her longtime friend Marti Sandler.Through their Columbia-based Barmar of Columbia Inc., Ms. Gambrill and Ms. Sandler are now distributing their signature Hot & Sassy gourmet mustard sauce in several locations and had sales of about $50,000 last year.Roughly 30 other Maryland companies -- often young and small like Barmar -- are sharing a special boutique on the third floor of Macy's at Owings Mills as part of the first Maryland With Pride Week.

After a full-court press by the Schaefer administration and highway contractors who want to keep money flowing for new roads, key lawmakers are close to agreeing to raise Maryland's fees for drivers' licenses, titles and tags in a special session this month.The plan would raise about $40 million a year, which could be used as matching funds to keep Maryland from losing up to $312 million in federal money for interstate highway and bridge construction this summer.State transportation officials say they will lose the federal funds because they do not have enough money to pay for their share of the projects.

Leedmark is mum on report it's for saleIf you have about $13 million to spend and want to buy a really big store, the word on the street is that you might find an eager seller in Glen Burnie.Leedmark, the giant "hybrid market," will "neither confirm nor deny" reports that it is being shopped around, said spokesman Edward Segal. But some in the retail industry say that French investors who control the combined grocery and discount store might pull the plug.Earlier this year, the store's parent, New Eldis Corp.
