MORE THAN 16 million men and women from the United States served in World War II. Close to 300,000 were killed in battles -- twice as many as died in all other foreign wars in this nation's history. Yet a half-century after the war was won, there's no memorial to the sacrifices made by those defending democracy in the 1940s against fascism and imperialism. Soon there will be, but the site picked and the design of the memorial have generated considerable controversy. Early next month, final approval is expected from the National Capital Planning Commission for a World War II monument at a prominent site between the Lincoln Memorial and the Washington Monument.

Help the economy with your $300 tax rebate. Go out and buy a second home. The death penalty only encourages the Al-'Owhalis and McVeighs of this world. If Washington disapproves the World War II memorial planned there, ship ours from 33d Street. Baltimore has no further use for it. The case against the Hopkins biotech park in East Baltimore would be stronger if more people actually lived there.

If Tony Blair is so hot, we need him over here. The part of the new tax law that's real is this year's rebate. Everything else in it is likely to be amended, repealed, viscerated or superseded before it kicks in. The good news is that the Senate is virtually paralyzed. The bad news is that the House isn't. With luck, the World War II Memorial will get built before Word War III.

Former U.S. Sen. Bob Dole will deliver the keynote address at the July 23 dedication of Maryland's World War II memorial.Dole, who was wounded in combat during the war, will help dedicate a monument bearing the names of more than 6,000 Marylanders killed in the war. The dedication will be marked by a flyover of modern and vintage military aircraft and music by the Naval Academy Band.The ceremony will start at 10 a.m. at the memorial site, Route 450 at the Severn River.Information: 410-576-6179.

The State Highway Administration this week is relocating 57 trees from Rowe Boulevard near the Weems and College Creek bridges to the Maryland World War II Memorial overlook by Route 450 just east of the Naval Academy Bridge near Ritchie Highway. The trees - which include crape myrtle, red maple and willow oak in the median - are being moved for the rebuilding of the two bridges. New trees and shrubs will be planted along Rowe Boulevard after the bridge improvement is completed in summer 2006.

LENZ FRANK, age 89, born in Baltimore, MD and formerly of Murrells Inlet, SC, on Thursday, October 9, 2003. A trust attorney retired from the Equitable Trust Co. in Baltimore, WWII veteran, and retired US Army Reserve CW4, he is survived by his loving wife Kathlyn Lenz, daughter Barbara Lenz, daughter and son-in-law Charlotte and Gary Cochard and grandson, Matthew Cochard.
