In an earlier generation, the United House of Prayer for All People met in a boxy brick building on Preston Street in West Baltimore its members called "Old Town." Sawdust lay on the ground. There was no floor, a pot-bellied stove provided the heat during winter, and when it was hot, services moved outside under a tent. Old-timers invoked those memories as the Pentecostal congregation admired the new sanctuary on Liberty Heights Avenue in Ashburton, where members of the denomination founded by C. M. "Sweet Daddy" Grace will celebrate the first Sunday services tomorrow.

ATLANTA - The outspoken Rev. Arthur Allen Jr. was noncommittal last week after a jury convicted him and four followers of cruelty to children for whippings at his church. Asked whether he would follow a judge's order to stop advising parents to whip disobedient children, Allen said, "I'm going to follow the Ten Commandments," and would say no more. The 70-year-old House of Prayer pastor - who has often quoted the Bible to justify the whippings - faced the possibility of up to 20 years in prison.

Nowhere in Washington is the separation between church and state more physically apparent than at the National Cathedral. From its perch atop Mount Saint Alban in a residential neighborhood of the city's northwest quadrant, the stately Gothic church overlooks the secular world of Capitol Hill about six miles away. That distance -- and the fact that Washington's Metro doesn't go anywhere near the church -- can be daunting to tourists (although about 600,000 of them have made it so far this year)

AS THE SCHMOKE administration plans to sell part of Druid Hill Park to the United House of Prayer, the congregation's current church near the Murphy Homes housing project is slated to become -- a park!Go figure.The question is this: Why is the city spending huge amounts of taxpayers' money -- and bureaucrats' time -- on all kinds of master plans, when it has no intention of implementing them?The Druid Hill Park controversy is a case in point.In a master plan that took more than a year and dozens of community meetings to develop, the recreation and parks department in October 1995 addressed the question of the 8.8-acre parcel the Schmoke administration wants to sell to the United House of Prayer.
