When it comes to mortgages these days, timing is everything. Mike, from the Frederick County community of Middletown, is in the process of selling one house and buying another and finds that rapidly changing market conditions have wrenched his financing plans. "With recent market conditions changing (my home sale price, stock market drops and interest rate hikes), I may need to take a $20,000 loan from my 401(k) to pay for closing costs on my new home," he writes in an e-mail. (He's already taken out a home-equity loan on his current townhouse to make the 10 percent down payment on his new home under construction.

State fire marshals are investigating the cause of a fire late Tuesday that destroyed a two-story Westminster home under construction.The blaze was discovered by neighbors in the 1500 block of Kilkenny Drive at 10: 03 p.m. About 30 firefighters from Westminster and New Windsor arrived to find the house and attached garage engulfed in flames.The loss was estimated at $250,000. The house was owned by Henline Construction Co. of Sykesville.FirePleasant Valley: Firefighters responded at 9: 21 a.m. Tuesday to a fire alarm in the 3700 block of Littlestown Pike.

Two men and two boys were arrested early yesterday on charges of theft and destruction of property after Westminster police received a rash of complaints about cars being vandalized.About 10 complaints were received between 10 p.m. and midnight Wednesday from residents of Goodwin Quarry Road and Liberty, East Green, East George, and South Center streets, and several streets in the Middlebrooke development.By yesterday, officers had written 18 reports -- 17 involving items stolen from vehicles and one for the burglary of several homes under construction -- said Lt. Dean Brewer.

The 1996 Crofton Awards Banquet will be held from 6: 30 p.m. to 10 p.m. Saturday at Crofton Country Club.Each of the organizations sponsoring the banquet will present awards to distinguished Crofton residents.
