Are voters still angry enough at Congress to exchange one of the most powerful men on Capitol Hill for a political neophyte? The race for Maryland's newly redrawn Fifth Congressional District promises to be a useful gauge for determining if hostility toward incumbents has abated since the House check-bouncing scandal, or if it continues to be a force.Ordinarily, Republican Larry Hogan Jr. wouldn't stand a chance against Rep. Steny Hoyer. But the reaction against incumbents has made Mr. Hoyer -- the fourth-highest ranking member of his party's leadership and the quintessential "slick" politician -- vulnerable.

Republican state Sen. P. J. Hogan of Montgomery County mailed in a voter change-of-registration form yesterday to switch to the Democratic Party. Hogan, who grew up a Democrat in Pittsburgh before becoming a Republican during the Reagan administration, confirmed the change of party affiliation in a telephone interview last night. Hogan's switch means there will be 34 Democrats and 13 Republicans in the Senate when the General Assembly convenes next month. "Philosophically, I have found myself more in tune with the Democratic Party," said Hogan, 38, who has been a state senator since 1995.

Karen Annette Hogan, a Sweetheart Cup mechanic, died of complications from lung cancer Sunday at Good Samaritan Hospital. The Belair-Edison resident was 43. Born in Baltimore and raised on East Chase Street, she was a 1978 graduate of Patterson High School. In the late 1970s, she took courses at the Woodstock Job Corps Center. In 1980, she began a 23-year association with Sweetheart Cup Corp. in Owings Mills. She started as a packer and was promoted to machine operator on the cup assembly line.

WASHINGTON -- Republican Lawrence J. Hogan Jr., who in 1992 gave Democratic Rep. Steny H. Hoyer his only tough re-election challenge despite being outspent by a 6-1 margin, said yesterday that he will not run for the 5th District seat again this year.Mr. Hogan's surprise announcement left Maryland Republicans looking for a strong candidate to oppose the seven-term incumbent, who, as chairman of the Democratic Caucus, is the fourth-ranking member of the House leadership.Throughout 1993, Mr. Hogan, 37, said he planned to challenge Mr. Hoyer again this year.

The Republican who has been most vocal about challenging Democratic Gov. Martin O'Malley this fall has dropped out of the race. Lawrence J. Hogan Jr. said Monday that his strong belief that former Republican Gov. Robert L. Ehrlich Jr. is going to run led him to end his own exploratory bid. Ehrlich, for whom Hogan served as appointments secretary, said recently that he'd make his intentions public in March, but probably not sooner. "I have become convinced he's going to run," Hogan said.

Baltimore prosecutors have dismissed kidnapping, handgun and sex offense charges against Kevin Lee Hall, a longtime friend and former campaign aide to Republican congressional candidate Larry Hogan Jr.The victim, a 17-year-old Baltimore boy, recanted his allegations that Mr. Hall had kidnapped him in Southwest Baltimore and forced him to engage in sex acts at an Elkridge motel, said Baltimore State's Attorney Stuart O. Simms.Investigators found inaccuracies in the teen's allegations, which he made a month ago, Mr. Simms said.

In the first and, hopefully, last 3,400-meter race held in the boys Class 1A/2A state indoor track championships yesterday, Glenelg's Gerard Hogan set an unofficial state record of 10:43.3.Thirty-four hundred meters?Well, uh, yes. It seems that sometime during the race an official flipped the lap number card backward rather than forward, resulting in a 17-lap race instead of 16. "My coaches were giving me signals to keep the same pace," said Hogan, a junior. "They said you have a half-mile to go, but when I went by the officials I saw five laps to go instead of four."
