The county unveiled a traffic study yesterday that shows dense truck and train traffic at an intersection to be built in Carroll's smallest town as part of a $5.5 million project to divert heavy trucks from downtown Union Bridge. At peak morning and evening hours, the crossing of Shepherd's Mill Road and Route 75 could see as many as 143 trucks, 42 cars and six trains, according to a $1,400 county-funded traffic study. Buses from three area schools also have twice-daily runs along those roads.

The Carroll County commissioners approved yesterday a $5.5 million road-and-rail construction project that will divert heavy truck traffic from downtown Union Bridge once Lehigh Portland Cement Co.'s $265 million expansion is completed. Acting on a recommendation from the county planning commission, the board unanimously voted to move forward with construction of Shepherd's Mill Road, a 6,500-foot segment that will intersect Route 75 east of town. The road and a parallel railroad spur will become part of the comprehensive plan for growth in the town, which is Carroll's smallest.

Traffic safety and truck noise topped the concerns of a group of residents who live opposite the site of a proposed Carroll County road on the outskirts of Union Bridge that is intended to get heavy cement trucks off the town's Main Street. Because of their concerns and because the projected number of trucks has doubled since 1999, Robert L. Fisher, the State Highway Administration engineer for District 7 in Frederick, said yesterday the state would require a traffic analysis before allowing the new Shepherd's Mill Road to connect to Route 75. The road would be built to intersect Ladiesburg Road bridge where it crosses Little Pipe Creek and connects with Route 75. It would run 6,500 feet from Quaker Hill Road - where Lehigh Portland Cement Co. is installing a kiln to double its output - and connect to Green Valley Road (Route 75)

Howard County police have made 24 arrests in swimming pool break-ins this summer in Columbia. While warm weather often results in a slight increase in vandalism and burglary at swimming pools, this year the break-ins were much more abundant than in previous years, police said. During the peak in June, 10 of the Columbia Association's 23 pools were burglarized. "It raised a red flag, and the department wanted to respond quickly to prevent additional events from occurring throughout the summer," said Sherry Llewellyn, spokeswoman for the Police Department.

County police are searching for burglars who have broken into 10 of the Columbia Association's 23 swimming pools in the last two weeks and have taken petty cash from offices and snack bars. The break-ins started at Dasher Green Pool on Cradlerock Way on June 7. The most recent occurred Monday night when someone broke in and took money from Thunderhill Pool, 5100 Thunderhill Road. Burglars also broke into the pool office of Orchard Club Apartments in Elkridge on June 11 or 12. While every summer brings some vandalism and trespassing at the county pools, police say, the rash of break-ins and thefts is unusual.
