Sykesville officials have reopened Spout Hill Road after building a temporary trench to keep water off the road surface.The town closed the ice-covered road to through traffic Dec. 23 because leaking water from an underground sewer pipe had formed several dangerous ice patches on the winding, hilly road.Many motorists use it as a connector from Third Avenue to Main Street.After the closure, county and town officials surveyed the site and opted to build a temporary trench along Spout Hill Road to divert water from the surface.

As of 9 a.m. Tuesday, Falls Road was closed near Copper Hill Road, due to an accident. Accidents were slowing traffic on I-95 southbound near I-695 in Baltimore County, Burns Crossing Road near Mount Vista Road in Severn, I-95 northbound near I-395 in Baltimore City, and Route 7 near Stepney Road in Aberdeen. The Maryland Transit Administration is advising patrons of the Metro Subway system that there will be single tracking at the Johns Hopkins Hospital station until Oct. 24 at 4 a.m., due to repair work.

Prompted by safety concerns, Sykesville officials closed Spout Hill Road to through traffic Thursday."We erected barricades and detour signs on Spout Hill between Kalorama Road and Springfield Avenue," said Mayor Kenneth W. Clark."

As of 9 a.m. Tuesday, traffic was slow on Belair Road near Putty Hill Road, due to an accident. Accidents were slowing traffic on Ebenezer Road near Perryvale Road in Baltimore County, Route 7 near Ridge Road in Rosedale, and Route 482 near Brodbeck Road in Hampstead. Monument Street is closed between Wolfe Street and Patterson Park Avenue in East Baltimore, due to sinkhole repairs. Maryland Transit Administration bus 35 has been diverted. Until further notice, the No. 14 bus stop located northbound on Crain Highway at Furnace Branch Road has been temporarily relocated due to construction.

A large sinkhole in Spout Hill Road prompted Sykesville officials to close the road Friday afternoon."The county has been ultra-cooperative and is sending emergency crews," said James L. Schumacher, town manager.He said the emergency crews from Stambaugh's Inc. were to arrive about 5 p.m. Friday to dig out the hole, which was as deep as 4 feet, and fill it with stone. Workers were to make a temporary patch over the 10-foot-wide by 16-foot-long opening.Until the opening is permanently patched, the road will remain closed.

Spout Hill Road in Sykesville will remain closed until the county completes repairs.Town officials closed the road Friday after a sinkhole developed near the area where the road meets Main Street. A county emergency crew worked more than three hours Friday to fill the hole, which was as deep as 4 feet. Crews then covered the opening with a temporary patch."They excavated, determined the extent of the opening and filled in the sinkhole," said Town Manager James L. Schumacher at the council meeting last night.

A camera will roll and provide Sykesville with a permanent record of county repairs to Spout Hill Road.Mayor Kenneth W. Clark is lending his camcorder to give the town a videotape of the entire operation."

The county and town tug of war over who will pay for repairs to Spout Hill Road continues."We signed and sent the county the revision to the revision to the revision," Sykesville Mayor Kenneth W. Clark said Monday. "The ball is in their court now. We are comfortable with what we have put together."Without an agreement, the road will dominate a proposed March 17 luncheon meeting with the county commissioners at the Town House."Maybe we should all meet at the bottom of Spout Hill Road instead," said Councilman Garth Adams.

An article in yesterday's Carroll County edition incorrectly stated the cause of well contamination in the Bark Hill area. Wells were contaminated by failing septic systems in the Keyview Estates development.The Sun regrets the error.Carroll commissioners voted yesterday to levy a charge on Bark Hill Road homeowners to pay for a new community water system.Homeowners will pay $1.19 per foot on the frontage of their properties annually to pay the principal and interest on the debt the county incurred to build the system.

Mayor Kenneth W. Clark has asked the Sykesville town manager to prepare a plan for closing Spout Hill Road to through traffic. The town also would post signs telling motorists to call the county with complaints."

I was astounded to read the letters of complaint regarding the implementation of speed bumps or humps in Howard County, particularly those opposing ones slated for Thunder Hill Road. Clearly, the person complaining does not live on Thunder Hill Road but must drive on it or why complain. I live on Thunder Hill Road so I have to ask: Are you the one who disregards the speed limit by speeding up and down the street while on the phone or texting? In the past, when we called the police, requesting that they monitor the street, they clocked drivers going from 40-65 miles per hour in a 25 MPH zone.

A male driver and his female companion were fatally shot last night on a Bolton Hill street in what police believe was a road rage confrontation. The names of the victims, both described as adults, were being withheld pending notification of family members, a police spokesman said. Witnesses told police that about 6 p.m., a man and woman in a white Ford Crown Victoria were involved in a verbal dispute with two men in a green Volkswagen Jetta while the vehicles were westbound on West North Avenue not far from Mount Royal Avenue, said Agent Donny Moses, the spokesman.

Aid sought to enforce housing law A hearing on a measure to direct state resources to local code enforcement in college towns such as Towson is scheduled for Thursday. The proposal would authorize the state Department of Housing and Community Development to provide grants and technical assistance to local jurisdictions to enforce housing laws in areas where there is a significant population of college students. The bill is co-sponsored by Baltimore County Republican Dels. Susan L.M. Aumann, Steven J. DeBoy Sr. and Patrick L. McDonough, and Carroll County Republican Del. Nancy R. Stocksdale.

The county came to Sykesville last night to hear residents' concerns about Spout Hill Road and the large increases in water and sewer bills.The Carroll County commissioners said they are willing to compromise on costs of repaving the well-traveled Spout Hill Road, which connects the north end of town to Main Street.Councilman Kenneth Clark, who threatened last month to have the road closed unless it is repaved, said it "is quickly becoming unsafe.""Most of the road is totally damaged from the county's sewer line and needs to be repaved," said Town Manager James L. Schumacher.

Carroll's public works director says he plans one more visit to Spout Hill Road in Sykesville before he makes recommendations on its repair to the county commissioners."
