WASHINGTON -- Lobbyists for and against Supreme Court nominee Clarence Thomas competed yesterday to win over two key senators -- one from Delaware, the other from Alabama -- as the Senate Judiciary Committee neared a vote. The targets of the last-minute jockeying were Democratic Sens. Joseph R. Biden Jr. of Delaware and Howell Heflin of Alabama. Mr. Biden is the Judiciary Committee chairman, and Mr. Heflin is a member of the panel. The committee may vote tomorrow or early next week. Its members have been locked in an internal debate for several days over when to meet to consider Judge Thomas' nomination to succeed retiring Justice Thurgood Marshall.

Washington -- THE DECISION by Sen. Howell Heflin to vote against confirmation of Clarence Thomas for the Supreme Court is a classic example of how even the most elaborate political strategy can backfire. In this case, the White House was just too cute. The opposition of the conservative Alabama Democrat doesn't mean the Thomas nomination is in any serious jeopardy. Even after the Judiciary Committee split 7-7, Senate vote-counters believed it likely that Thomas would win confirmation by a comfortable margin.

WASHINGTON -- Wearing a cross or a yarmulke to the federal workplace could be OK, but not displaying a coffee mug with a swastika on it, according to proposed regulations aimed at preventing workplace harassment being prepared by the Equal Employment Opportunity Commission. The proposals that address harassment based on a worker's religious beliefs have raised the ire of Sen. Howell Heflin, D-Ala., who is leading the fight against them in the Senate. In a 94-0 vote last week, the Senate passed Mr. Heflin's resolution asking the EEOC to withdraw that category of regulations proposed last year.
