OSHKOSH, Wis. -- In a case that raises awkward legal issues, an Oshkosh man is standing trial this month on charges of sexually assaulting a 26-year-old acquaintance suffering from what has been diagnosed as multiple-personality disorder. It is unclear whether any of the woman's personalities agreed to have sexual intercourse with Mark A. Peterson, 29.But consent is not the issue, said the prosecutor. Rather, he is relying on a Wisconsin statute that says sexual intercourse with a mentally ill person is a crime if the accused knew of the victim's condition and if the illness made her "incapable of appraising the person's conduct."

Rushing to finish a poster display before catching a plane to California, Monica Hawley realized she had to convert a PowerPoint document to a portable document format (pdf). So the 32-year-old assistant professor went online to find a conversion tool, quickly tracked down a company that offered a 30-day money-back guarantee, and then used PayPal to purchase the product for $49.95. The software was good, Hawley said, but it did not work the way she hoped it would. So the Baltimore resident requested a refund, only to discover what many people don't know: that PayPal doesn't afford you the same dispute-resolution protections you would have if you paid by credit card.

Catherine Mitchem and her husband expected their home addition to be done by the time they got back to Columbia from an overseas assignment in Africa. Instead, unpacked boxes tower in their basement, mounds of dirt and chunks of hardened concrete dot the side yard, and a black, plastic silt shield encloses the backyard. They paid a $73,000 down payment for a new family room, a breakfast nook and an expanded master bedroom that are still just a dream, she said. WASHINGTON -- Citing "credible specific information" about terror tactics, Transportation Security Administration officers nationwide stepped up their scrutiny of passengers carrying remote-control toys aboard airplanes yesterday. Unfortunately, the same kind of thinking that led to the Hawley-Smoot tariffs is still alive and well - and in full youthful vigor - in the media and in politics today.
