Constance Coyne Hardesty, a retired dietitian who headed the Baltimore City schools' food services department for 10 years, died Friday of cancer at Johns Hopkins Hospital. She was 70 and lived for almost 40 years on Rockleigh Drive in Arbutus.Born in Bangor, Maine, she was a 1947 graduate of the University of Maine, earning a bachelor of science degree in nutrition.She served an internship at the Staten Island (N.Y.) Public Health Hospital, then at Johns Hopkins Hospital from 1947 to 1948.

Fran O'Brien's Steak and Seafood House, one of Annapolis' most popular watering holes among the State House crowd, moved a step closer to changing hands yesterday as the city's Alcoholic Beverage Control Board unanimously approved the transfer of its liquor license to new owners.Jerry Hardesty, owner of the Middleton Tavern at City Dock, is buying Fran O'Brien's from its founder, Sike Sharigan. Mr. Hardesty, who has owned the Middleton since 1968, will serve as a consultant to the business.

In the days since armed IRS agents raided two Annapolis landmark taverns last week, confiscating computers and business files and turning away loyal customers at the doors, there have been more questions than answers about what prompted the high-profile search and seizure.Business owners in the Annapolis historic district -- where picturesque views of Colonial storefronts, uniformed midshipmen and high-priced sailboats are much more common than federal investigations -- said they have never seen anything like it.Because the raids at Middleton Tavern and O'Brien's Oyster Bar were so visible -- boxes of files and whole computers were carted out of the taverns in the middle of the day and federal agents were seen turning away food delivery trucks -- tongues are wagging in the state's capital.

Federal officials are investigating whether hundreds of thousands of unreported dollars have been siphoned from two prominent Annapolis restaurants and the Maryland Wine Festival and funneled into real estate investments in Costa Rica, say sources familiar with the investigation.Internal Revenue Service agents are looking at records of daily food and beverage sales at Middleton Tavern and O'Brien's Oyster Bar and Restaurant -- both owned by Annapolis businessman Jerome Hardesty -- say the sources, who spoke on the condition of anonymity.

On October 15, 2003 CHARLES W. MARTIN, SR., of Joppa, MD. Beloved husband of Barbara Ann Martin. Devoted father of Charles W. Martin, Jr., Darlina L. Martin and Diana L. Martin. Loving brother of Harvey D. Hardesty, Robert L. Hardesty, Leonard L. Hardesty, William L. Hardesty, Rose Marie Blair, Gertrude Paschall and the late Henry E. Hardesty. Also survived by a step-son, Robert H. Shepard and step-daughter Melissa A. Shepard. Two grandchldren, Darius L. Martin and Silas A. Mercer. A service will be held at the family owned McComas Funeral Home, P.A., Abingdon, MD, on Monday, October 20, 2003 at 9 AM. Interment will be in Bel Air Memorial Gardens, Bel Air, MD. Friends may call at the funeral home in Abingdon on Sunday from 2 to 4 & 7 to 9 PM.
