Shirley Harbin has worked as director of the victim witness assistance unit for the Howard County state's attorney's office for the past decade. The job of helping crime victims prepare for court proceedings may prove stressful at times. To stay inspired, Harbin says she relies on her history with the office, her supportive staff and her passion for helping others through what sometimes proves to be the most painful experience they've ever faced. Harbin oversees a staff of three - two victim advocates and a support staffer.

State Del. Donald H. Dwyer Jr. of Pasadena, who was involved in a powerboat crash last August that injured him and several others, will plead guilty Tuesday in Annapolis District Court to operating a boat while drunk — part of plea deal that his attorney said includes prosecutors not seeking a jail sentence. "I truly regret the incident of Aug. 22 of last year," said Dwyer, 55, at a Monday news conference in Glen Burnie. The collision of his boat with another vessel injured Dwyer — he suffered a broken foot and neck injuries — and six others, including four children, on the other boat.

Recently on my blog, Kasper On Tap, we have had interesting exchanges about Chinese beer. It started off with a discussion of Harbin, a Chinese lager wrapped in faux rice paper and sold in Baltimore for $2.25 for a bottle that is slightly bigger than a pint. I said it tasted like Heineken and enjoyed sipping it while watching the Olympics. From there, readers weighed in on pollution in China, on mergers in the beer world (Harbin is owned by Anheuser-Busch, which is being acquired by In Bev)

Green Spring Health Services of Columbia announced yesterday it is buying Mainstay Inc., a Pennsylvania company that, like Green Spring, manages mental health services.Mainstay, based in Camp Hill, Pa., will add 600,000 members and $15 million in annual revenue to Green Spring's 15 million members and projected revenue this year of about $350 million. Terms of the sale to Green Spring were not disclosed."We are entering an acquisition mode," said Dr. Henry T. Harbin, president and chief executive officer of Green Spring.

City police yesterday arrested two people in two unrelated homicides that occurred this month, including the slaying of a Korean merchant who was selling fireworks July 4 from a van near his home.Melvin Matthew Gilbert, 17, of the 700 block of Bartlett Ave., was arrested last night for an unrelated robbery and charged as an adult with the first-degree murder of Seong Han Chang, 30, of the 2500 Barclay Street.Police said Mr. Chang was selling fireworks from a van at Guilford Avenue and East 23rd Street July 4 when a youth stole some fireworks.

BEIJING -- The long-term environmental impact of last month's chemical explosion in northern China that left millions of people without safe drinking water remains to be seen. But the political fallout has begun. Beijing fired its top environmental official Friday in an effort to show accountability for the mishandling of the crisis. More heads are expected to roll, possibly including local party leaders in Jilin province where a petrochemical plant accident spilled 100 tons of benzene and other cancer-causing chemicals into the Songhua River.
