Manchester council to be sworn inNew Manchester Town Council members Kathryn L. Riley and Douglas E. Myers will take the oath of office at the council meeting at 8 p.m. today at the Town Hall, 3208 York St.Incumbent Councilwoman Charlotte B. Collett again will take her council seat, after being re-elected in May 18 balloting.Also on tonight's agenda are increases in connection fees to town water and sewer service, and the introduction of impact fees on new homes, to be used to pay for parks and police services as Manchester grows.
