WASHINGTON -- In Thinktankland, the main attractions are by now wearyingly familiar. The conservative Heritage Foundation and the American Enterprise Institute and the liberal Brookings Institution along with several others have for years competed to convert their ideas about taxes, foreign policy, the environment or whatever into policy in the real world. But since the beginning of this year, a new entry in the public-policy community, the New America Foundation, has been trying to provide something different.

A Baltimore County school bus driver and an attendant were suspended from their jobs for five days without pay yesterday, a day after a 3-year-old boy was left alone on a bus in a storage yard for about four hours. The driver, Louise N. McLean, 57, of Glen Arm and the attendant, Elisabeth Linde, 64, of Perry Hall apparently failed to complete a search of the bus Tuesday, leaving 3-year-old Malik S. Lucas alone in a locked bus at a gated yard near Kenwood High School in eastern Baltimore County, said Rita Fromm, director of transportation for the school system.

Ceremony to honor Guard members The Maryland Army National Guard will recognize more than 125 soldiers from its headquarters and 58th Infantry Brigade Combat Team in ceremonies at 11 a.m. tomorrow at Towson University's Stephens Hall Theatre.
