A change of the guard in New Windsor is continuing the town's "fine police tradition," said Mayor Jack A. Gullo Jr.At its monthly meeting tonight, the town will honor Trooper John Dunn, who has patrolled the town and nearby Union Bridge for three years. Residents will also welcome Trooper Lenny Mays, Dunn's replacement.The towns have shared a resident trooper for about seven years. Dunn transferred this month to the state police transportation department. Mays assumed his municipal duties 10 days ago."

New Windsor Mayor Jack A. Gullo Jr. is tossing a bipartisan bash tonight that will draw high-ranking state Democrats and prominent county Republicans to his hometown in Carroll County. Even though a well-known 2002 gubernatorial hopeful is attending, the 31-year-old mayor of one of the state's smallest towns insists that the celebration is not politically motivated. Nor is it a fund-raiser: Gullo is treating. "I am a politician, and there will be oodles of politicians here," said Gullo.

For the third time in five months, New Windsor's mayor has traveled to the White House. Mayor Jack A. Gullo Jr., who is also president of the Maryland Municipal League, attended a budget briefing Monday and had his picture taken in front of a chart outlining the $1.8 trillion federal budget. The numbers, rounded off to the nearest million, were slightly intimidating to the mayor, whose municipal operating budget is about $200,000 annually. About 75 people attended the session detailing aid to state and local governments, many of them members of the National League of Cities.

New Windsor is making MTV news, thanks to its mayor.The music-video network will feature the town and Mayor Jack A. Gullo Jr., winner of the network's winter vacation surprise, on its "E-notes" program.The state's youngest mayor came to MTV's attention by talking about luggage. Mr. Gullo had hoped the surprise would be a getaway in Vail, Colo., or Hawaii. Instead of plane tickets, his fast talking won him equipment to take along on such a trip.Mr. Gullo now has a surfboard, a snowboard, $50 in phone credits and a shot at MTV fame.

New Windsor Mayor Jack A. Gullo Jr. has declined to run for a third term, but will not bow out of town politics. Gullo has asked for an appointment to the Town Council. If appointed, he hopes "to provide a bridge between the past and future." "I hope to be the link to efforts of the past, so that our community will have continued successes in the future," Gullo said. After the budget hearing and a closed executive session last night, the mayor handed council members a letter asking them to consider him for the vacancy created by Councilman Paul Garver's resignation in February.

After two terms that saw Carroll's once-smallest town double in size, Jack A. Gullo Jr., New Windsor's mayor, will not seek re-election. Gullo, 32, ended Wednesday's Town Council meeting with what he called a bittersweet announcement. He will not seek a third term. "I have spent eight years ... doing this job, and saying good-bye to something I have really enjoyed is difficult," Gullo said. "I know that I have made a difference, but now is the time to pursue other options. I came to make a difference, not to stay."

New Windsor Mayor Jack A. Gullo Jr. discussed an idea for a joint composting project with other Carroll mayors yesterday during an informal meeting.While the other mayors were encouraging, he said, many were unsure whether the county would go along.Nonetheless, Mr. Gullo said he plans to draft a proposal that the county will find acceptable.The New Windsor Town Council voted Wednesday to scrap the idea of designing a town facility to compost yard waste.The council decided instead to let Mayor Gullo investigate buying a storage unit for grass clippings and other yard waste and contracting to have the material taken to the Northern Landfill for possible composting.

After two years, the Atlee Ridge tot lot is nearing completion, New Windsor Mayor Jack A. Gullo Jr. told the Town Council last night.The Greater New Windsor Committee agreed to provide labor and tools to put up benches, riding toys and swings, some of it purchased two years ago, Gullo said.The project is awaiting a final inspection and a decision whether to plant trees or put up a fence for screening."For now, it is still closed until the fences are up, and everything is settled, " Gullo said.
